However, many cultural institutions have not yet been invested in comprehensively, and there is a lack of community connection among ethnic groups, leading to a lack of enthusiasm among the local people. On October 15th, the Standing Committee of the Quang Ninh Provincial Party Committee held a conference to inform officials, Party members, and the people of the province about the continued allocation of resources to invest in improving the quality of existing urban and residential areas, ensuring that each village and neighborhood has playgrounds and outdoor community spaces to serve the people. This is truly a joyous occasion for officials, Party members, and the people of the entire province in general, and Luong Minh commune in particular. Following the direction of the Provincial Party Committee, I, along with other officials and Party members in the commune, will propagate and mobilize the people to donate land for the renovation, upgrading, and expansion of inter-village roads in densely populated areas, creating conditions for convenient and safe travel for the people. At the same time, we will propagate and mobilize the people to raise their awareness and responsibility in protecting the environment, avoiding indiscriminate dumping of household waste, contributing to improving the quality of urban areas in rural areas and enhancing the quality of life. |

![]() Mr. Vu Dinh Chuong, Head of the Front Committee of Vinh Hoa area, Mao Khe ward: “This motivates localities to proactively review and plan investment in essential infrastructure.” The Vinh Hoa neighborhood currently has nearly 3,000 households, making it one of the most densely populated areas in the ward. However, due to the outdated and incomplete drainage system, the main road in the neighborhood is frequently flooded during heavy rains, causing difficulties for transportation and daily life, and posing a safety risk to residents, especially the elderly and children. When the province issued a policy to invest in urgent projects to definitively address flooding issues in urban areas and densely populated regions, I found it to be a very correct, timely, and popular policy. This policy not only demonstrates the province's close attention to people's lives but also creates an impetus for localities to proactively review and plan investments in essential infrastructure, ensuring a safe and civilized living environment for the people. Even more encouraging is that immediately after the province issued its major plan, the Mao Khe ward authorities quickly reviewed and developed a plan to renovate and upgrade the frequently flooded roads, including the Vinh Hoa neighborhood. Residents in the area are very excited and confident that once the project is implemented, the flooding problem will be completely resolved, making the neighborhood look more spacious, clean, and beautiful. |

When the province implemented the policy of developing existing urban and residential areas in a civilized and modern direction, with the goal of ensuring that each village and neighborhood has at least one playground and outdoor community space, I fully agreed with and supported this correct and practical policy. In reality, there is a great need for recreation, socializing, and physical exercise among the people. In my neighborhood, many elderly people, teenagers, and young children all wish for a spacious area for activities, exercise, and socializing. However, currently, the neighborhood lacks a proper public recreational area. The neighborhood's community center, built in 2017 with an area of nearly 200m², is the only place for organizing communal activities, but due to the cramped indoor space and lack of outdoor areas, it has not met the needs of the large number of residents. In my opinion, to address the shortage of public spaces, we first need to review the surplus land occupied by government offices after the implementation of the two-tiered government model, along with the vacant land currently managed by local authorities, to utilize it for community purposes. If properly planned and renovated, these areas could become practical public spaces, meeting the needs of residents for recreation, exercise, and social interaction. Along with this, we need to invest in solid foundations, drainage systems, lighting, green spaces, and appropriately arranged parking areas, sports fields, and outdoor community gathering areas. To achieve this, the cooperation and consensus of both the government and the people are essential in finding suitable locations and contributing resources to quickly turn this initiative into reality. |
![]() Ms. Nguyen Thi Van, Hung Thang 3 area, Bai Chay ward: “Resolving existing infrastructure issues and opening up opportunities for synchronized development for localities.” As a key area for tourism and services in the province, Bai Chay ward annually welcomes a large number of domestic and international tourists for sightseeing and relaxation. During peak times, the volume of traffic increases dramatically, causing many roads in the area to frequently become overloaded and congested, especially in areas bordering residential and tourist zones. This not only causes inconvenience to the daily lives of residents but also affects the image and quality of tourism services in the ward. The province's focus on investing in, renovating, and upgrading transportation infrastructure, drainage, and public spaces in urban areas is a very sound policy, addressing existing infrastructure shortcomings while opening up opportunities for comprehensive and sustainable development for Bai Chay ward in the future. I hope that during the implementation process, the local authorities will carefully consider and prioritize the improvement of frequently congested and flooded roads, maximizing road width, constructing sidewalks, U-turn points, and parking areas in a rational manner, ensuring convenience for both residents and tourists. Investing in a comprehensive lighting system, greenery, and urban landscaping is also crucial, so that Bai Chay becomes not only modern and civilized but also greener, cleaner, more beautiful, and more friendly. I, and I'm sure the residents of the ward, are ready to cooperate with the government, from donating land and contributing labor to maintaining cleanliness and the landscape, working together to build a well-maintained neighborhood and a healthy living environment. |

Currently, Ha Lam Ward lacks a spacious outdoor playground with complete and modern facilities and equipment to serve the local residents, including children and teenagers. Meanwhile, the neighborhood cultural center only meets the needs for conferences, training sessions, and meetings. I am very pleased to learn that the province has set a goal of having at least one outdoor playground and community space in each village and neighborhood, meeting the needs for interaction, physical exercise, and recreation for all ages, contributing to building a cohesive and healthy community. To achieve the strategic repositioning of Ha Lam's urban development within the overall regional structure, oriented towards modernity, greenness, and sustainability, starting with the renovation of existing urban spaces, Ha Lam ward is attracting investment in the construction of kindergartens, Ha Trung market, Cao Thang market, and the Than Nui Beo social housing project. Simultaneously, many urban infrastructure upgrade projects are being implemented, such as parking lots, resettlement areas, and flood control measures. I hope the ward will prioritize investing in more outdoor recreational areas, not only building civilized, modern, and distinctive urban and residential areas, but also improving the quality of life, ensuring sustainable development, and better caring for the material and spiritual well-being of the people. |
![]() Mr. Pham Van Huan, Deputy Head of Tam Thinh neighborhood, Tien Yen commune: “The people are ready to support local policies and donate land to build embankments and drainage systems.” The riverbank area belonging to residential group No. 7, Tam Thinh Street, Tien Yen Commune, has been experiencing severe erosion in recent times, threatening the safety of approximately 80 households living nearby. The riverbed topography is constantly changing, with many rocky outcrops and complex deep channels appearing. In just two years, floods have washed away hundreds of cubic meters of soil, damaged a drainage culvert, and encroached on about 20 meters of the riverbank. When storms or heavy rains occur, people are extremely worried and anxious. Local authorities have been studying solutions, and many households have relocated to ensure safety. I fully support the province's plan to improve urban and residential areas, which focuses on definitively addressing flooding and low-lying areas. People are willing to donate land along this riverbank to build protective embankments and drainage systems, ensuring proper drainage and helping them stabilize their lives in the long term. |
