Prepare well the draft documents of the Bac Ninh Provincial Party Congress (after merger) for the term 2025

At the conference, delegates unanimously approved the working regulations, announced the assignment of tasks to members, the Plan to prepare Congress documents, the outline of the political report to be submitted to the Congress, assigned members to prepare contents to serve the drafting (first time) of the Political Report to be submitted to the Congress of the Bac Ninh Provincial Party Committee after the merger, term 2025 - 2030...

According to the plan, the Document Preparation Team will assist the Steering Committee in developing the Project on arranging and merging provincial-level administrative units in preparing the Congress Documents before completing the merger of Bac Ninh and Bac Giang provinces; roadmap, steps, content, time schedule and organization of implementation of tasks when developing and discussing, and contributing opinions to the draft Documents of the new Bac Ninh Provincial Party Congress for the 2025-2030 term.

The requirements for the development, discussion and contribution to the draft Congress Documents must closely follow the direction of the Central Committee, inheriting the draft Political Report prepared by the Party Executive Committees of Bac Ninh and Bac Giang provinces. Closely follow the viewpoints, goals, policies and major orientations stated in the draft documents of the 14th Party Congress and newly arising political tasks. The contents and tasks of the Group will be implemented from May 2025 to September 2025.

The conference listened to the leaders of the Office of the Bac Ninh Provincial Party Committee report summarizing the opinions of the members of the Team participating in the drafts serving the preparation of the documents for the Bac Ninh Provincial Party Congress (after the merger); report summarizing the opinions of the members of the Steering Committee on the development of the Project for the arrangement and merger of units and the members of the Standing Committee of the Provincial Party Committees of Bac Giang and Bac Ninh provinces.

Discussing at the conference, the members of the group basically agreed with the draft outline of the political report as well as the report summarizing the opinions participating in the draft. At the same time, many opinions were contributed, focusing on the following contents: Congress theme, viewpoints, goals for the next term; the content of the key socio-economic development programs for the period 2025-2030; proposals to clearly identify solutions for investment attraction; environmental pollution; building new rural areas, civilized urban areas, etc.

Giving opinions, comrade Nguyen Thi Huong said that the draft Outline needs to select 2 topic options for the Standing Committees of the Provincial Party Committees of the 2 provinces to continue reviewing, researching, analyzing and deciding.

Regarding the determination of development viewpoints and goals, he suggested that careful calculation is needed. It can be emphasized that: "Focus on improving the quality of operations of the political system and authorities at all levels" instead of determining: "Continue to perfect the organizational model of the political system to be streamlined, strong, and operate effectively and efficiently" as in the draft.

Through studying the draft Outline, the Standing Deputy Secretary of the Bac Giang Provincial Party Committee suggested that the group consider specific indicators on building new rural communes and advanced new rural areas. Research and include in the draft how much % of GRDP the development of the digital economy can contribute...

Speaking at the conference, comrade Nguyen Anh Tuan emphasized the importance of the documents of the Bac Ninh Provincial Party Congress after the merger. At the same time, he requested that the Political Report must have a strategic vision and major viewpoints after the merger of the two provinces, creating new space and momentum for development. Therefore, it is necessary to focus on consulting on the early drafting of documents, ensuring the basic principles, congress themes, major viewpoints, basic targets, and implementation solutions in the context of the new Bac Ninh province after the merger.

The most important goal is to develop Bac Ninh province (new) into a centrally-governed city in a modern and civilized direction before 2030. He said that it is necessary to divide groups into sectors to be in charge of developing each program content of the Document framework and groups of strategic breakthrough solutions. The development process must closely follow the Central Government's direction, ensuring brevity, ease of understanding, ease of implementation, and ease of inspection.

The Secretary of the Bac Ninh Provincial Party Committee suggested that, based on the opinions and contributions of the delegates at the conference, the group should focus on absorbing and synthesizing them as a basis for drafting documents and reporting to the Steering Committee. In particular, it was agreed to choose 2 options on the Congress theme; the determination of viewpoints, goals, specific targets and main solutions in the draft should be discussed and carefully considered before submitting to the Steering Committee.

He also requested that in the assignment plan, specific tasks were assigned to each member, so after the meeting, the members of the group focused on implementing the tasks to ensure the requirements and progress set forth.
