The program is organized by the Ministry of Agriculture and Environment , Lao Cai Provincial People's Committee in coordination with the United Nations Children's Fund UNICEF in Vietnam with the support of the Government of Japan.
This is a special event, demonstrating the strong commitment of the Government and the whole society in prevention and response to minimize risks caused by natural disasters.

Speaking at the opening ceremony, Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Environment said: With the theme "Sustainable Community - Disaster Adaptation", the National Disaster Prevention Week 2025 aims to emphasize the central role of people in preventing, responding to and overcoming the consequences of natural disasters. When each person is clearly aware of the risks, each village has a prepared plan, and the spirit of mutual love is promoted, the resilience capacity will become increasingly stronger, in which the role of the young generations, especially students, is very important for the present and the future in preventing, responding to and overcoming the consequences of natural disasters.

In addition to the rally, the series of activities in response to the National Week for Natural Disaster Prevention and Control 2005 in Lao Cai province also includes activities such as: the painting contest “Perspectives before natural disasters”; the golden bell contest “Preventing natural disasters with me - Building a sustainable future”; the extracurricular activity of painting murals “Ready for natural disasters and climate change”. Today's rally is the event that concludes the series of practical and meaningful activities in response to the National Week for Natural Disaster Prevention and Control 2025.
Speaking at the ceremony, Ms. Silvia Danailov - UNICEF Representative in Vietnam said: “The theme of this year's National Disaster Prevention Week emphasizes that resilience starts with strong individuals, inclusive schools and united communities. Building resilient and resilient communities means prioritizing four key areas: A disaster risk reduction system designed to better protect our children; Climate preparedness and adaptation plans that put children's safety, well-being and voices at the center; Strengthening early warning systems to reach every school, home and child across the country. And finally, investing today, not tomorrow, in locally-led adaptation and response plans that reflect the specific needs of children, women and vulnerable groups.”
Lao Cai is a mountainous province with complex terrain, steep slopes, and strong divisions, often affected by many types of natural disasters such as: floods, flash floods, landslides, rockfalls, severe cold, etc. In recent years, the impact of climate change has caused natural disasters to develop abnormally and extremely, causing severe damage to life, property, and affecting the sustainable development of the locality.
In particular, in 2024, the province was severely affected by the circulation of storm No. 3 (Yagi), leaving particularly severe consequences, causing huge losses in human lives and property, deeply affecting lives and livelihoods, and disrupting the province's socio-economic development process, which has not yet been overcome.

With the attention and direction of authorities from the central to local levels, along with the support of international organizations, sponsors and kind-hearted compatriots nationwide and abroad, the work of overcoming the consequences has been urgently, drastically and effectively implemented. Thanks to that, people's lives have soon stabilized. Although not yet completely restored, it has basically met and restored production and daily life for people in the province.
Responding to the National Week of Natural Disaster Prevention and Control, Standing Vice Chairman of Lao Cai Provincial People's Committee Hoang Quoc Khanh affirmed: "Lao Cai province identifies natural disaster prevention and control as a regular, urgent, and continuous task that requires the synchronous participation of the entire political system and society. With the motto of "4 on-site", early and effective action, the province has proactively implemented many comprehensive solutions: From planning, infrastructure investment, improving forecasting and warning capacity, community communication, to paying special attention to vulnerable groups such as children and students..."
