This morning (May 23), the Ministry of Health held a national online conference to evaluate the results of implementing Official Dispatch No. 65/CD-TTg dated May 15, 2025 and Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the prevention of smuggling, trade fraud and counterfeit goods in the new situation. The conference was chaired by Minister of Health Dao Hong Lan, connecting from the central bridge at the headquarters of the Ministry of Health to the People's Committees of provinces and cities.
Zero tolerance for counterfeit production and trade
Speaking at the conference, Minister of Health Dao Hong Lan emphasized that the management of drugs, cosmetics, functional foods, and medical equipment is a particularly important field, directly related to public health, requiring the synchronous participation of the entire political system.
"The Ministry of Health always clearly identifies that the management of medical products is a key task in disease prevention, treatment and health care for the people.
The guiding viewpoint of the Ministry of Health is to resolutely and uncompromisingly fight against the production, trade and circulation of counterfeit goods in the health sector. Violations must be strictly handled, with no “no-go zones” or “exceptions”. At the same time, the Ministry of Health will handle the responsibility of individuals and organizations that have lax management, abetting or covering up illegal activities,” Minister Dao Hong Lan emphasized.
According to Ms. Lan, recently, the Ministry of Health is focusing on amending and supplementing relevant legal documents. The Ministry has submitted a draft of the revised Law on Food Safety. At the same time, it regularly updates specialized guidance documents and makes recommendations to competent authorities to improve the legal system and enhance the effectiveness of state management in this specific field.
"This is a highly technical field, with many problems arising during implementation at the grassroots level. Therefore, policy review and revision must be conducted regularly and comprehensively," said Minister Dao Hong Lan.
According to the Ministry of Health, the implementation in localities shows that this is a highly profitable market, easily exploited by dishonest business entities. Many violations have bypassed the authorities by exploiting legal loopholes or shortcomings in enforcement practices.
"Especially, in the context of rapidly developing e-commerce and social networks, the management of medical products is becoming more complicated, posing high risks to people's health and lives," said Ms. Lan.

Local post-inspection work is not strict.
According to the Ministry of Health, one of the main reasons for violations is that post-inspection at the local level has not been implemented synchronously and seriously. Many products after being circulated on the market are not fully inspected and monitored.
"In reality, one of the reasons for the violations in recent times is that the post-inspection mechanism at the local level has not been seriously and synchronously implemented. With the spirit of local decision, local action, local responsibility. However, in recent times, many items under local management have not been strictly controlled after being circulated on the market," said Minister Dao Hong Lan.
Therefore, it is necessary to strengthen the post-inspection mechanism and delegate authority to local authorities to organize implementation based on practical review and assessment.
