Recently, having the opportunity to visit Hamlet 17, Khanh Thuan Commune, U Minh District, where many Khmer people live, it is easy to see the straight asphalt roads, spacious houses and many concrete bridges. This image is very different from Khanh Thuan in the past, when the rainy season comes, the farmers in the hamlet face many difficulties in traveling. The roads are muddy, the water is vast, students have difficulty going to school, mainly by motorboat, rowboat.
Mr. Tran Cong Muoi, Chairman of Khanh Thuan Commune People's Committee, said: Previously, the commune was in the Government's investment area under Program 135, following the National Target Program 1719, ethnic minorities in the commune always received special attention from the Party and the State. Many investment resources from the National Target Programs have changed the appearance of this place. In particular, the National Target Program 1719 has invested in rural roads, housing, supported people with clean water, and changed their occupations... Thanks to that, the lives of ethnic minorities have changed day by day. Many households have risen out of poverty and stabilized their lives.
Not only in Khanh Thuan commune, the lives of ethnic minorities in other communes in U Minh district have improved significantly. In particular, the National Target Program 1719 has effectively promoted positive impacts on poverty reduction and improving the lives of ethnic minorities.
According to the total data, the total capital allocated to U Minh district in 2022 - 2024 is 32 billion 153 million VND. Accordingly, the district has implemented Project 1, supporting the construction of 158 houses, supporting the conversion of 83 households, providing clean water for 206, and preferential credit loans for 73 households.
Project 3 has implemented 18 livestock and vegetable growing projects, with 195 households participating. Project 4 has implemented the construction of 21 traffic works and repaired 16 works. Project 7 has disbursed 852 million VND to take care of people's health, improve the physical condition and stature of ethnic minorities; and prevent child malnutrition.
According to Mr. Huynh Van Den, Head of the Ethnic Minorities Department of U Minh district, support policies have helped people escape poverty, accumulate capital, and expand production and business. Thanks to that, the average income per capita of ethnic minorities in the district has increased from 35 million VND/year in 2019 to 38.3 million VND/year in 2024. The district has opened 67 vocational training classes for 2,295 workers, helping to create jobs for 19,201 workers and exporting labor for 95 people. Up to now, the rate of poor households in general and poor ethnic minority households has decreased significantly, to 4.68%, but still high at 13%, near-poor households is 1.61% (ethnic minorities 4%).
Connecting Power for Sustainable Development
According to Mr. Nguyen Thanh Liem, Vice Chairman of U Minh District People's Committee, to overcome difficulties and shortcomings, and at the same time continue sustainable development, in the period of 2024 - 2029, U Minh district sets a goal of reducing the rate of poor ethnic minority households to below 5%, gradually reducing the gap in living standards between ethnic groups; 99% of ethnic minority children enroll in school at the right age and 100% of ethnic minority officials and civil servants are trained and fostered in professional skills.
“This goal demonstrates the determination of the Party, government and people to improve the lives of ethnic minorities. There are many requirements in leadership and direction to successfully implement the National Target Program 1719, but above all, it is necessary to strengthen solidarity, unity, efforts, joint efforts and consensus within the entire political system and the high consensus of ethnic minorities,” Mr. Liem shared.
According to Mr. Liem, in the Resolution Letter of the 4th Congress of Ethnic Minorities of the district in 2024, specific goals were also clearly stated. In particular, raising awareness and responsibility of the political system and the whole society about the position, role and tasks of ethnic work in the new situation. Continuing to effectively implement social security policies, addressing the legitimate aspirations of ethnic minorities; publicizing policies and investing capital so that people know and participate in managing and supervising the implementation process.
In addition, it is necessary to pay attention to training and fostering cadres for ethnic work, and to have policies on the treatment and use of cadres who are ethnic minorities. Strengthening mass mobilization work to ensure good implementation of ethnic policies; further enhancing the role of the Front and mass organizations in participating in the deployment and implementation of ethnic work and ethnic policies.
Encourage, train and guide prestigious people to promote their role in ethnic minority areas, so that prestigious people continue to mobilize people to implement the ethnic policies of the Party and the State. Regularly arouse the tradition of patriotism, solidarity in the struggle to build and defend the Fatherland, so that ethnic minorities actively respond and participate in patriotic emulation movements in socio-economic development, maintain political security, social order and safety, promptly promote and replicate typical advanced examples among ethnic minorities.
In the cultural field, U Minh district determines to continue to preserve and promote traditional festivals among ethnic minorities, organize teaching and learning Khmer script, in order to preserve the language and script of their people.
With the above synchronous solutions, U Minh district is determined to promote socio-economic development, improve the quality of life of ethnic minorities and build an increasingly prosperous and sustainable new rural area.
