The economic recovery program is still slow to implement.

Regarding the implementation of Resolution 43 of 2022 on fiscal and monetary policies to support the Socio -Economic Recovery and Development Program 2022 - 2023, in the appraisal report, the Economic Committee said that the estimated disbursement of support policies under the program to date is more than VND 92,800 billion, reaching about 31% of the total resource scale of the program.

According to the Economic Committee, some tasks are still being implemented slowly, affecting the effectiveness of the 2022-2023 Socio-Economic Recovery and Development Program. Notably, the allocation of capital plans for tasks and projects under the program is outstanding. In addition, the implementation of the 2% interest rate support policy (about 40,000 billion VND) is very slow compared to the requirements, only reaching about 500 billion VND, equivalent to 1.25% of total resources.

The Economic Committee believes that in the context of many difficulties facing businesses, especially difficulties in accessing credit, the slow disbursement of interest rate support policies has missed the opportunity to support business recovery, while wasting state budget resources. The Economic Committee recommends that the Government comprehensively and frankly assess subjective and objective causes to draw lessons for the development, promulgation and implementation of interest rate support policies in the future.

At the meeting, the Government also reported on the implementation of Resolution 74 of 2022 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste. The report stated that by the end of 2021, the budget had a surplus of nearly VND 263,000 billion for salary reform but had not yet been implemented. Regarding the balance by the end of 2022, ministries, branches and localities are reporting, and the Ministry of Finance will synthesize. The Ministry of Finance is also building the state budget framework for 2024, the 3-year budget plan (2024 - 2026).

On that basis, it will be planned to use this source to implement salary reform. The Ministry of Finance will review, compile statistics and report to the National Assembly on the full unused salary reform source of each ministry, branch and locality as of December 31, 2022 and propose a mechanism for managing and using salary policy reform sources, ensuring the right purpose, efficiency, avoiding loss and waste.

On the same day, the Standing Committee of the National Assembly gave its opinion on the preparations for the 6th session of the 15th National Assembly. Accordingly, the 6th session is scheduled to open on October 23 and close on November 29, lasting 25 working days and divided into two sessions. At this session, the National Assembly is expected to take a vote of confidence for positions elected and approved by the National Assembly.
