- July 1, 2025 is approaching, marking an important turning point in administrative procedure reform (AP) when the district-level model will officially end. Relevant levels and sectors in Lang Son are urgently implementing the transfer of APs under the authority of district-level agencies and administrative units to provincial and commune-level agencies and administrative units to ensure smoothness and efficiency in the process of APs settlement.
Lang Son currently has 1,337 provincial-level administrative procedures, 300 district-level administrative procedures and 121 commune-level administrative procedures. In recent times, the number of administrative procedure records arising at the grassroots level (district and commune) has accounted for a large number. In the first 5 months of 2025 alone, the "one-stop" department at the district and commune levels in the province has received 134,890 new records. This number shows that the volume of administrative work being handled daily at the district and commune levels is not small. The transfer of administrative procedures under the authority of district-level agencies and administrative units after the district-level model is abandoned, if not carefully prepared, will potentially cause disruptions, affecting the rights of people and business operations. Therefore, it requires close coordination between departments, branches, sectors and authorities at all levels in the province to ensure no disruptions in the process of serving people and businesses.
Implementing the Central Government's policy and direction on building a two-level local government organization model, all levels and sectors of the province have been actively reviewing and taking steps to prepare for the transfer of all 300 existing district-level administrative procedures to provincial or commune-level administrative agencies for settlement.
Ms. Tran Phuong Linh, Deputy Head of the Administrative Procedure Control Department, Provincial Public Administration Center, said: According to the plan, after June 10, 2026, central ministries and branches will announce and define the authority to handle administrative procedures of district-level authorities. Currently, the department has advised the leaders of the Provincial Public Administration Center to continue to closely monitor the implementation progress of ministries and branches to urge implementation, ensuring that the transfer of administrative procedures takes place on time as prescribed.
Accordingly, to ensure the smooth transfer of administrative procedures, from July 1, 2025, the Provincial Public Service Center is developing guidance for provincial and commune-level administrative agencies and units after receiving administrative procedures from the district level to ensure the smooth reception, settlement and return of results in accordance with the direction of the National Assembly and the Prime Minister: ensuring smooth, uninterrupted settlement of administrative procedures; not requiring individuals and organizations to resubmit submitted documents; not re-performing steps in administrative procedures performed before the arrangement.
In order to ensure that as soon as the administrative procedures are transferred (from July 1, 2025), there will be officials and civil servants in charge of receiving, processing and returning results, without any file congestion, the Provincial Public Service Center is currently developing related contents and documents to request provincial agencies, units, and new commune-level administrative units after the merger to urgently send a list of "one-stop" officials and civil servants. From there, the center will coordinate to implement decentralization in the process of handling administrative procedures through online public services.
In addition to implementing the above tasks, the Provincial Public Service Center and related units are also focusing on reviewing specific administrative procedures related to the settlement authority of district-level agencies to propose simplification options. Thereby, 1 specific administrative procedure of the province under the settlement authority of the Department of Industry and Trade has been abolished and 1 administrative procedure is being proposed to be transferred to commune-level administrative agencies for settlement after July 1, 2025.
Mr. Nong Tuan Anh, the focal point for administrative procedure control at the Department of Industry and Trade, said: The Department of Industry and Trade has the authority to handle 2 specific administrative procedures of the province, but there are related implementation steps at the district level. After reviewing the regulations of these 2 administrative procedures, on May 10, the administrative procedure "Appraisal and selection of enterprises/cooperatives to manage markets" was abolished by the Provincial People's Committee. Regarding the administrative procedure "Approval of the list of industrial promotion projects", we are currently carrying out the next review steps to decentralize to the commune-level authorities for settlement. It is expected that this will be completed before July 1, 2025.
To ensure that provincial agencies and units and commune-level administrative units can well respond to the reception, processing and return of results of 300 district-level administrative procedures, human resources and facilities play a key role. Recognizing this, the Lang Son Provincial Public Service Center has been proactively coordinating with relevant departments, branches and sectors to calculate a comprehensive plan. Specifically, the Center is reviewing the human resource needs of units expected to receive administrative procedures, assessing the capacity and professional qualifications of the existing staff and civil servants. On that basis, the Center will advise the Provincial People's Committee to develop a plan for training and fostering specialized skills on newly transferred administrative procedures, ensuring that staff and civil servants have a firm grasp of the processes and procedures and have effective handling skills.
At the same time, the Center also coordinates to review and evaluate the current status of facilities and equipment at receiving units, identifying the needs for supplementation and upgrading to meet the requirements of receiving and processing a large volume of documents. Carefully calculating these factors now will help units proactively prepare, avoid overload or shortage of resources after the transfer time, ensuring that the administrative service process takes place continuously and effectively.
Mr. Dam Thanh Tuan, Dai Son village, Hop Thanh commune, Cao Loc district expressed: In the process of living and producing, we have many administrative procedures to perform, especially those related to household registration, land... In mid-May 2025, I also performed an administrative procedure related to land at the "one-stop" department of Cao Loc district. Sometimes going to the district to do this and that procedure also takes a lot of time and effort, if some procedures are transferred to the commune level, it will save time and travel costs for people. In the near future, there will be no more district level, we hope that this will not affect the process of performing administrative procedures of the people, even the procedures will be performed more quickly and effectively, helping to save time and costs for people and businesses.
The transfer of the number of administrative procedures from the district level to the provincial and commune levels is an important step in the roadmap for administrative procedure reform in particular and administrative reform in general. In order for this process to take place smoothly and effectively, from now until June 30, 2025, there is not much left. The Provincial Public Service Center and related agencies and units are continuing to "speed up", focusing all resources to complete the assigned tasks with the goal of not letting the transfer of administrative procedures interrupt the implementation process of people and businesses.
