Associate Professor Vu Minh Khuong - Lecturer at the Lee Kuan Yew School of Public Policy, commented on the visit of National Assembly Chairman Tran Thanh Man in an interview with a VNA reporter in Singapore about the significance of the visit as well as the prospects for cooperation between the two countries' parliaments in particular and the Vietnam-Singapore relationship in general.
According to Associate Professor Vu Minh Khuong, the potential for cooperation between the Vietnamese and Singaporean parliaments in particular and the relationship between the two countries in general is very special for three reasons.
Firstly , the two countries have high similarities in political systems so they can implement long-term cooperation strategies.
Second, the potential for synergy between the two countries is huge. Singapore is a successful example of moving rapidly from the third world (meaning poor and developing countries) to the first world (meaning developed economies) in a very short period of time, while Vietnam now has great potential and momentum, and can move to the first world within the next two decades.
Therefore, the two countries' increased cooperation will accelerate Vietnam's progress in the new era, becoming a developed country.
At the same time, Singapore also benefits greatly from Vietnam's development to consolidate its leading position in Asia and the world.
The third point is extremely important: The strategic trust between the two countries is increasingly high, and the possibility of the two countries upgrading their relationship to a Comprehensive Strategic Partnership will open up huge cooperation programs for the two countries.
According to Associate Professor Vu Minh Khuong's experience, cooperative relationships at the local level change very vividly and strongly, and respond very strongly when the policy is approved at the central level.
For example, NUS University, working with Becamex in Vietnam, has had very basic contracts, from medical training, human resource training to semiconductor industry development and new generation industrial parks.
Associate Professor Vu Minh Khuong highly appreciated the significance of National Assembly Chairman Tran Thanh Man's visit to Singapore.
According to him, this is a practical channel for the two sides to exchange experiences in building a legal system and policies in a more scientific, concise, simple, and easy-to-understand direction.
The Associate Professor emphasized that the reform of Vietnam's apparatus in the coming time must start from legal issues.
President Tran Thanh Man's visit will clearly provide a lot of legal experience as a foundation for building an elite public authority, helping to build and promote human resource development, including high-ranking officials and young generations, that is, how to make them become elite generations leading the changes of the times.
Besides, institutional law will help boost the economy, especially when Singapore really needs Vietnam in two areas: green energy and food, while Vietnam really needs Singapore for comprehensive opportunities, especially attracting foreign investment and learning many different aspects.

Commenting on the potential for investment cooperation between Vietnam and Singapore, Associate Professor Vu Minh Khuong emphasized that if Vietnam and Singapore connect, they will become a fairly unified economic entity in attracting international investment, especially in high-tech industries such as new energy, semiconductors and biology.
Vietnam has the potential to move very quickly in modernizing its economy. In that context, digital technology is also very important.
For example, traditional industrial zones in Ho Chi Minh City and Hanoi can be transformed into data centers or high-tech zones, while Singapore has a lot of experience in shifting land structure, resources, and finance from low to high sectors.
The Associate Professor said that when Vietnam and Singapore discuss this issue thoroughly, it will pave the way for Vietnam to make rapid progress in the near future.
