Voters in Hanoi have just asked the authorities to focus on removing difficulties to speed up the progress of the project at the "golden land" at 94 Lo Duc Street, Pham Dinh Ho Ward (Hai Ba Trung District), which used to be the Hanoi wine factory that was abandoned for many years, causing waste. |

Responding to voters' petitions, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that the People's Committee had reported on the status of this land. The Steering Committee on implementing measures to prevent and combat waste of the People's Committee also discussed this content. |

According to the Vice Chairman of the Hanoi People's Committee, this land plot has many changes in the architectural planning scheme as well as arising problems related to the Housing Business and Construction Joint Stock Company - the unit cooperating with Hanoi Alcohol Joint Stock Company to implement the project. In that situation, the city directed to separate the social infrastructure land to implement public investment first. Thanks to that, Hai Ba Trung district has been able to build schools, flower gardens, parks, the remaining land is for high-rise buildings. |

The City People's Committee has requested relevant departments and branches to remove the commercial housing function for this area. In the first half of 2025, change the investment policy, standardize the architectural planning and complete the construction investment work early. Accordingly, this place will provide modern commercial and service spaces, contributing to the service development of Hai Ba Trung district. |

It is known that the land at 94 Lo Duc has an area of over 29,300m2, rented by Hanoi Wine Company (now Hanoi Liquor Joint Stock Company) to build a production and business facility and office. The remaining current area at 94 Lo Duc is over 22,600m2. Due to the expiration of the land lease term, from January 1, 2006, the company began to relocate the production facility. In 2008, the land was handed over to the Housing Construction and Trading Joint Stock Company. |

On December 5, 2023, the Housing Construction and Trading Joint Stock Company sent a document to the Hanoi People's Committee and the Department of Planning and Investment proposing to adjust the project's target from a housing project to an office complex, hotel, and commercial center project. |

On August 22, the Hanoi People's Committee issued a document directing the termination of the validity of Document No. 8002 dated October 15, 2014 of the City People's Committee on assigning Thien Binh Urban Development and Business Investment Company Limited to study and establish a project for a complex of hotels, commercial centers, and apartments for sale at 94 Lo Duc. |
