On the evening of January 11, the People's Committee of Hiep Hoa district (Bac Giang) solemnly held a ceremony to announce and present the Decision of the Ministry of Construction recognizing Hiep Hoa urban area as meeting the criteria of a type IV urban area; to announce the Decision and present the Certificate of the Ministry of Culture, Sports and Tourism recognizing the Tieu Mai village rowing festival, Mai Dinh commune as a national intangible cultural heritage.
Attending the ceremony were members of the Provincial Party Standing Committee: Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; Mai Son - Permanent Vice Chairman of the Provincial People's Committee; Pham Van Thinh - Head of the Provincial Party Committee's Mass Mobilization Committee; representatives of the Department of Urban Development, Ministry of Construction; Department of Cultural Heritage, Ministry of Culture, Sports and Tourism; leaders of departments, branches and sectors of the province.

At the ceremony, comrade Nguyen Van Khanh - Vice Chairman of Hiep Hoa District People's Committee announced Decision No. 868/QD-BXD dated September 18, 2024 of the Ministry of Construction recognizing Hiep Hoa urban area, Bac Giang province as meeting the criteria of a type IV urban area (with an area of 205.99 km2 , of which the inner city area includes 11 commune-level administrative units including: Thang Town, Bac Ly Town and 09 communes: Luong Phong, Doan Bai, Thuong Thang, Danh Thang, Hung Son, Thai Son, Huong Lam, Chau Minh, Mai Dinh). The decision takes effect from September 18, 2024.
At the same time, Decision No. 2315/QD-BVHTTDL dated August 9, 2024 of the Ministry of Culture, Sports and Tourism on including the Tieu Mai Village Rowing Festival, Mai Dinh Commune, Hiep Hoa District, Bac Giang Province in the List of National Intangible Cultural Heritage was announced.
At the announcement ceremony, authorized by the Minister of Construction, Comrade Nguyen Cao Vien - Deputy Director of the Department of Urban Development, Ministry of Construction presented Decision No. 868/QD-BXD dated September 18, 2024 of the Ministry of Construction recognizing Hiep Hoa urban area, Bac Giang province as meeting the criteria of a type IV urban area to the leaders and people of Hiep Hoa district.
Next, authorized by the Minister of Culture, Sports and Tourism, Comrade Nong Quoc Thanh - Deputy Director of the Department of Cultural Heritage, Ministry of Culture, Sports and Tourism presented Decision No. 2315/QD-BVHTTDL dated August 9, 2024 and awarded the Certificate of the Ministry of Culture, Sports and Tourism recognizing the Tieu Mai Village Rowing Festival, Mai Dinh Commune, Hiep Hoa District, Bac Giang Province as a national intangible cultural heritage to the people of Tieu Mai Village.
Speaking at the ceremony, Mr. Mai Son - Permanent Vice Chairman of the Provincial People's Committee said that Hiep Hoa is a place that preserves unique cultural imprints through the Dong Lam archaeological site, Bac Ly bronze drum, Xuan Giang bronze drum. This is also a place with a unique cultural heritage system with ancient stone tombs, Y Son relic complex, Lo Hanh communal house - known as the first Kinh Bac. In particular, the art of Ca Tru singing and Quan Ho folk songs of this land have been honored by UNESCO as representative intangible cultural heritage of humanity.
Hiep Hoa is also proud to be a land rich in patriotic and revolutionary traditions. This place used to be a stronghold of the Ly Dynasty's army and people in the resistance war against the Song army in the 11th century, and was the Safe Zone II of the Party Central Committee and the Bac Ky Regional Party Committee before the August Revolution of 1945. With outstanding contributions to the revolutionary cause, Hiep Hoa district was honored to be awarded the title of Hero of the People's Armed Forces in 1999 and was awarded the First Class Labor Medal in 2021.
The year 2024 marks a remarkable development step of Hiep Hoa with impressive achievements. The economic growth rate ranked 2nd in the province, the index of serving people and businesses ranked first, the administrative reform index ranked 2nd, the district competitiveness index ranked 3rd in the province. In particular, the district Party Committee was assessed as one of the 3 district-level Party Committees that excellently completed the tasks in 2024. Hiep Hoa finished one year ahead of schedule when it met the criteria of a type IV urban area, and the Tieu Mai Village Rowing Festival was recognized as a National Intangible Cultural Heritage.
He affirmed that the above outstanding achievements demonstrate the comprehensive and sustainable development of Hiep Hoa. This is the result of the district promoting the potential and strengths of the locality, combined with the effective mobilization of resources to create a lever for development. These successes vividly reflect the spirit of solidarity, the tireless efforts of the entire Party, the People and the entire political system in the cause of building the homeland, contributing to bringing Hiep Hoa firmly on the journey to become one of the urban areas of Bac Giang province.
On behalf of the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of the province, Comrade Mai Son - Permanent Vice Chairman of the Provincial People's Committee congratulated the outstanding achievements that the Party Committee, government and people of Hiep Hoa have achieved during the past period of construction and development.
To effectively implement Resolution No. 380-NQ/TU of the Provincial Party Committee Standing Committee on building and developing Hiep Hoa district into a town by 2027, he requested the Party Committee, government and people of Hiep Hoa to focus on preparing and successfully organizing the Party Congresses at all levels for the 2025-2030 term. In particular, it is necessary to make the goal of building Hiep Hoa into a town by 2027 a key content in the Congress Resolution with breakthrough solutions on socio-economic development towards a modern urban area, completing synchronous urban infrastructure, developing sustainable culture and society, ensuring national defense and security and building a strong political system. Thereby, creating consensus and high determination in the entire Party Committee and people to exceed the set goals.
Concentrate resources on completing urban standards in a modern and synchronous direction. The focus is on developing the healthcare system, green parks, civilized streets, central squares, conference - sports centers and urban environmental treatment infrastructure. Pay special attention to planning and construction planning management, speed up the progress of new urban area projects, social housing and workers' housing, ensuring sustainable and civilized urban development.
Continue to preserve and promote the unique cultural values of the locality, especially the Tieu Mai Village Rowing Festival, the Nhu Nguyet Victory relic and the Hiep Hoa II ATK relic system. Focus on researching and developing projects to preserve cultural heritage, restore traditional festivals and promote the role of the community in preserving and promoting local cultural values.
He emphasized that the road ahead still has many challenges, but with the thousand-year-old cultural tradition, the resilient revolutionary spirit and heroic spirit of the land and people of Hiep Hoa, along with the attention and close direction of the Provincial Party Committee, People's Council, People's Committee, the companionship of departments, branches and sectors, the consensus and high determination of all the people, he believes that Hiep Hoa district will soon become a civilized, modern town rich in cultural identity.

At the same time, he emphasized that the event of Hiep Hoa achieving the criteria of a type IV urban area, the Tieu Mai village rowing festival, Mai Dinh commune being recognized as a national intangible cultural heritage is an honor, pride, and the result of a long initial process. But at the same time, it also sets a great responsibility, is the motivation for the Party Committee, government and people of Hiep Hoa district to continue to unite, promote the cultural and historical values and available potential to build Hiep Hoa increasingly rich, civilized, becoming a town of Bac Giang province in the first years of the next term.
