Hanoi Convention: Solemn and professional in organization

The general feeling of international delegates was that they were impressed by the solemnity and professionalism in the organization, and at the same time affirmed that this was a successful start and raised the level of Vietnam's organizational capacity.

On October 25-26, the signing ceremony and the High-Level Conference on the United Nations Convention against Cybercrime ( Hanoi Convention) took place in Hanoi.

The general feeling of international delegates was that they were impressed by the solemnity and professionalism in the organization, and at the same time affirmed that this was a successful start and enhanced Vietnam's capacity to organize events of global stature.

Ms. Ghada Waly, Executive Director of the United Nations Office on Drugs and Crime, said that the discussion path to the signing ceremony of the Convention was very long and challenging, with more than 420 hours of official negotiations and countless hours of unofficial negotiations, with the participation of more than 150 member countries and the contributions of 160 stakeholders.

She thanked Vietnam for bringing together all countries to act towards a common global goal; hosting the conference in the beautiful capital of Hanoi; and said that the United Nations Office on Drugs and Crime is proud to support Vietnam in organizing this conference and continues to believe in Vietnam's leadership and cooperation in putting the new Convention into practice.

The head of the United Nations Office on Drugs and Crime assessed that if the Convention is consistently implemented, Hanoi will not only be remembered as “the host of a signing ceremony” but also as a center for implementation and capacity sharing - a model for digital diplomacy of developing countries.

Israeli Ambassador to Vietnam Yaron Mayer shared that this year is a year of many events in Vietnam, including the 80th anniversary of National Day, which requires a very large-scale organization.

In addition, Vietnam also took on the role of hosting the signing ceremony of the Hanoi Convention. “It is clear that you are organizing it in a very professional manner. We witnessed an extremely impressive opening ceremony. We saw the participation of delegations from all over the world , including the Secretary-General of the United Nations and many other high-ranking leaders.

Even the delegations, although they have not been able to sign, have clearly recognized the importance of being here. Therefore, I believe that what Vietnam has done and is doing is absolutely wonderful. Everyone is very satisfied, everything is going very smoothly. Congratulations on this success,” said Ambassador Yaron Mayer.

The successful organization of the Hanoi Convention Opening Ceremony is not just an event, but also has profound strategic significance, showing that Vietnam is fully capable of undertaking and coordinating multilateral events of global scale.

Minister of Internal Affairs of the Republic of Belarus Ivan Kubrako said that Vietnam's selection as a signatory to the Convention reflects Vietnam's important role in global efforts to combat cybercrime, as well as Vietnam's deep interest in dealing with this global issue.

“Without security, no area of ​​life can develop. I believe that Vietnam will reap many achievements from this important event. It will open up more opportunities for Vietnam to develop international cooperation, not only in the field of cyber security but also in many other areas. This is also another opportunity for Vietnam to raise its voice in the international arena,” Minister Ivan Kubrako commented.

Speaking to VNA reporters, Mr. Olivier Onidi, Deputy Director General of the European Commission's Directorate for Migration and Home Affairs, expressed his gratitude to Vietnam for taking the lead in proposing to host the important ceremony to open the signing of the Hanoi Convention.

According to Mr. Olivier Onidi, the fact that Vietnam, an important country in Asia – a region that is suffering from increasing cybercrime – is hosting this event is a special sign that the Asian region wants to cooperate to fight this type of crime.

To ensure the effective implementation of the Hanoi Convention, Mr. Olivier Onidi said that the top priority is to ensure that after signing the Convention, countries will ratify and translate all elements of the Convention into their legal systems.

The second priority is to really make sure that parties share their best practices; provide the best possible expertise so that all countries can actually use this Convention./.
