The Vietnam Film Department has ordered Netflix and FPT Play to remove Chinese films containing the "nine-dash line" within 24 hours.

Deputy Director of the Department of Cinematography, Do Quoc Viet, signed and issued Official Letter No. 870/DA-VP to Netflix and Official Letter No. 871/DA-VP toFPT Telecommunications Joint Stock Company, requesting the removal of the film "Huong Gio Ma Di" (Going with the Wind).

In a letter sent to Netflix, the Vietnam Film Department stated that, through its state management activities in the film industry, on July 8, 2023, the Film Department received information regarding Netflix's distribution of the 39-episode series "Hướng gió mà đi" (Going with the Wind) online via the domain https://www.netflix.com and the Netflix application to users in Vietnam, in which the content of " Hướng gió mà đi " contains images of the illegal "nine-dash line".

The image of the nine-dash line appeared in the film "Go with the Wind".

The Vietnam Film Department has reviewed and inspected the entire content of the 39-episode series "Going with the Wind." The inspection of the 39-episode series "Going with the Wind," available online at https://www.netflix.com and on the Netflix app, revealed that the nine-dash line appears on the map in many scenes (episodes 18, 19, 21, 24, 25, 26, 27, and 38, particularly clearly shown from 2 minutes 00 seconds to 2 minutes 03 seconds in episode 30), accompanied by the dialogue and subtitle "One day this map will reach many places around the world " from 41 minutes 18 seconds to 41 minutes 55 seconds in episode 18.

"The depiction of the nine-dash line and the content in the dialogue and subtitles as mentioned above in the film is incorrect, infringes upon Vietnam's national sovereignty , and violates the provisions of point d, clause 1, Article 9 of the Cinema Law No. 05/2022/QH15," the official document emphasized.

In a letter sent to FPT Telecom Joint Stock Company, the Film Department stated that it had received information regarding FPT Telecom Joint Stock Company's distribution of the film "Hướng gió mà đi " (39 episodes) on the internet via the domain name https://fptplay.vn and the FPT Play application to users in Vietnam, in which the film's content includes images of the illegal " nine -dash line".

Although the production unit blurred the map image in many scenes of the series "Going with the Wind" (in episodes 18, 19, 21, 24, 25, 26, 27, 30, and 38), the Vietnam Film Department affirmed that the film's content was inaccurate and infringed upon Vietnam's national sovereignty, making it unsuitable for distribution in Vietnam.

Based on the two aforementioned official letters, the Department of Cinematography requests, in accordance with Clause 2, Article 15 of Government Decree No. 131/2022/ND-CP detailing some provisions of the Law on Cinematography: Netflix is required to remove the film "Hướng gió mà đi" from the domain address https://www.netflix.com and the Netflix application; FPT Telecom Joint Stock Company is required to remove the film "Hướng gió mà đi" from the domain address https://fptplay.vn and the FPT Play application.

The implementation must be completed within 24 hours from 00:00 on July 10, 2023, and a written report on the results must be submitted to the Department of Cinematography before July 12, 2023.
