According to information from the Navy, the Petrolimex 11 vessel, with a tonnage of over 40,000 tons and carrying 25 crew members, was transporting cargo from a Malaysian port to Hon Gai port in Ha Long City, Quang Ninh province. When it reached an area approximately 20 nautical miles southeast of Cam Ranh City, Khanh Hoa province, its steering system malfunctioned, rendering it unable to maneuver.

On the afternoon of January 1st, immediately upon receiving orders from the Naval Command Headquarters, Submarine Brigade 189 quickly dispatched submarine 991 to carry out the rescue mission.

Despite rough seas with waves reaching levels 6 and 7, thanks to their expertise and experience gained from numerous search and rescue missions at sea, ship 991 quickly approached the distressed vessel.

By 10 PM the same day, vessel 991 had agreed to tow Petrolimex 11 back to the anchorage area.

After more than 12 hours of towing operations, at 10:10 AM on January 2nd, the officers and crew of ship 991 successfully rescued the Petrolimex 11 vessel and brought it to a safe anchorage in Vinh Tan commune, Tuy Phong district, Binh Thuan province.

Lieutenant Colonel Dinh Van Thuong, Deputy Chief of Staff of the 189th Naval Brigade, who directly commanded ship 991 in carrying out the mission, said this was the first time ship 991, of the 418th Naval Squadron, had undertaken a rescue mission for such a large-tonnage vessel.

"Although we recognize this as an extremely difficult task due to complex weather conditions, we always consider rescue and relief operations as our top priority and most important mission. Regardless of the circumstances, even with high waves, strong winds, or worse weather, we are ready and determined to successfully complete the mission," Lieutenant Colonel Thuong added.
