Da Bac is a mountainous district in Hoa Binh province where nearly 90% of the population are ethnic minorities, mainly the Muong, Tay, Dao, Kinh, and Thai ethnic groups. These ethnic minorities live in high, rugged mountainous terrain, making access to information difficult, and their awareness and understanding of the law are limited. Therefore, Da Bac district recognizes that the dissemination and education of law to ethnic minorities is a crucial and prerequisite task for the successful implementation of the Party and State's policies and guidelines.
Currently, Da Bac district is simultaneously implementing three National Target Programs (NTPs): the New Rural Development Program; the Sustainable Poverty Reduction Program; and the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas for the period 2021-2030 (National Target Program 1719). To effectively implement these NTPs, based on the Decisions, Decrees, regulations, guidelines, and directives of the Central Government and Hoa Binh province, especially NTP 1719, the District Party Committee, People's Council, and People's Committee of Da Bac district have issued numerous documents to direct and guide the implementation of the program in the district, ensuring timeliness and compliance with regulations.
The Party committees and local authorities have also paid attention to, led, and directed the dissemination of information about the 1719 Program to cadres, Party members, civil servants, and ethnic minority people, especially to grassroots cadres, community leaders, and influential individuals, in order to raise awareness of the program's position and role.
Implementing Project 10 on Communication, Propaganda, and Mobilization in Ethnic Minority and Mountainous Areas under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas giai đoạn 2021-2030, Da Bac district pays special attention to training and improving legal knowledge for influential figures, in order to enhance the quality and effectiveness of mobilization work and promote the role of key officials and influential figures in ethnic minority and mountainous areas.
Ms. Dinh Thi Nam, Head of the Ethnic Affairs Department of Da Bac District, said: Da Bac District currently has 122 recognized influential figures in the community. Over the years, this group of influential figures in Da Bac District has effectively played the role of village elders and influential figures in ethnic minority areas in disseminating information and mobilizing people to implement the Party's guidelines and State laws and policies, concretizing the directives of the Party and local authorities regarding the economic, cultural, and social development of the locality.
To Continuing to build and improve the quality and effectiveness of mobilization work, and promoting the role of key officials and influential figures in ethnic minority and mountainous areas, in November last year, the Ethnic Affairs Department of Da Bac district organized a training course and study tour for 51 key officials and influential figures in ethnic minority and mountainous areas. At the training course, the influential figures received presentations and exchanged ideas on several topics from speakers of the Ethnic Affairs Committee of Hoa Binh province. The aim was to help them better understand the Party's guidelines and policies, the State's laws and regulations; the situation and tasks of socio-economic development, ensuring national defense and security; and the results of implementing ethnic programs, projects, and policies in the locality.
Furthermore, the training course also provided an opportunity for delegates to learn, exchange, and share best practices, effective methods, and difficulties encountered in local activities. This helped to effectively implement the Party's guidelines and policies, and the State's laws and regulations. It also contributed to building national unity among ethnic groups, maintaining political security and social order in the district, and promoting socio-economic development, gradually improving the material and spiritual lives of ethnic minority communities in the area.
Expanding the model of " family clan self-governance"
The "family clan self-governance" model is linked to the Program for disseminating legal education; the National Program for Crime and Social Evil Prevention; and three national target programs aimed at raising awareness and vigilance within families regarding the schemes and tactics of various types of crimes, maintaining political security, curbing traffic accidents, and actively contributing to socio-economic development and maintaining security and defense in Da Bac district.
In Dong Chum commune, the "Self-Governing Residential Area" model has been operating very effectively for many years. Mr. Luong Van Thinh, Chairman of the Dong Chum Commune People's Committee, said: The model began in 2007, starting in Pa Che hamlet. At that time, the hamlet experienced many social problems such as students dropping out of school, drunkenness, fighting, gambling, and theft, which frequently disrupted security and order in the commune.
In response to this situation, the village elders, community leaders, influential figures, and the village Party Committee held meetings and agreed on measures to maintain security, order, and social safety, such as establishing village regulations and customs. They also formed groups of households (each group consisting of 5-7 households) to manage their children and to allow these groups to monitor each other. Furthermore, they actively promoted the role of cadres, Party members, village elders, and influential figures in disseminating the Party and State's policies and guidelines to each household group. As a result, in a short time, social vices decreased significantly, many students returned to school, and there were no more incidents of drunken disturbances or fighting.
After one year of implementation, the model was replicated in all 9 hamlets of Dong Chum commune and expanded throughout the district. A prime example is the Xa Sinh Vi Quan clan, one of the Tay ethnic clans with 614 households and 2,237 people living concentrated in three communes: Dong Chum, Muong Chieng, and Giap Dat (Da Dak district), which launched the "self-governing clan" model in 2017. Mr. Xa Van Tien, a respected figure and head of the Xa Sinh Vi Quan clan, said: About five to seven years ago, in the hamlets and villages of the Tay ethnic community in the three communes of Muong Chieng, Giap Dat, and Dong Chum, some outdated customs still existed in funerals, ceremonies, and weddings. Especially the custom of demanding a dowry often became a burden for families. As the head of the clan, he expressed his opinions and discussed and exchanged ideas with the various branches of the clan to find common ground and consensus. This was not included in the village's customs or regulations. To this day, the custom of demanding a high dowry has been simplified, with the wedding ceremony involving a maximum of three sets of pig's legs.
In reality, conflicts and disagreements often arise between families in rural areas, even within families themselves. As the head of the Xa Sinh Vi Quan clan, which comprises over 600 households living in three highland communes, Mr. Tien maintains close contact and coordination with representatives of the Liaison Committee, branch leaders, and sub-branch leaders to understand the situation and resolve conflicts at the grassroots level. About six years ago, the clan experienced several prominent incidents, such as theft and traffic violations. However, these issues have been almost completely resolved. While some conflicts and disagreements between spouses and children have occurred within the clan, they have all been promptly resolved through mediation, with no cases requiring intervention by local authorities.
Over the past eight years, the respected head of the Xa Sinh Vi Quan Xa Van Tien clan has coordinated with Party branches, mass organizations, and functional departments such as the Police, Justice, Ethnic Affairs, Youth Union, and Women's Union to organize hundreds of legal education and awareness campaigns for thousands of people. Members of the clan have provided the commune police force with over 100 valuable pieces of information, assisted in handling numerous cases of law violations, mobilized the surrender of hundreds of homemade firearms of various types, and helped prevent incidents occurring in the three communes.
The operation of the Xa Sinh Vi Quan self-governing family security and order model has created a clear transformation in maintaining security and order, enhancing self-governance, self-awareness, and vigilance in preventing and combating crime and social evils; minimizing child marriage and consanguineous marriage; raising awareness of gender equality; promoting and preserving the ethics and traditions of families and clans; and encouraging children and grandchildren to actively improve their awareness of complying with the law and implementing the policies and guidelines of the Party and the State. The model has helped the three communes become one of the shining examples of maintaining security and order in the highlands.
Through the implementation of this model, unity has been fostered within the clan and lineage, as well as a nationwide spirit of solidarity and emulation; it has been persuasive in promoting education among all family members, fostering filial piety among descendants, exemplary grandparents, and happy families, contributing to the development of the village and homeland.
