Da Nang proposes using revenue from carbon credit transactions to develop green economy

The People's Committee of Da Nang City has just submitted a draft Resolution on the use of revenue from carbon credit transactions for programs and projects to respond to climate change, develop green economy , digital economy, and circular economy in the city, to the City People's Council for consideration and decision.

According to the draft, this Resolution regulates the use of revenue from carbon credit transactions generated from programs and projects according to the carbon credit exchange and offset mechanisms invested from the city's budget capital as prescribed in Point c, Clause 7, Article 10, Resolution 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

This Resolution applies to agencies, organizations and individuals involved in the management and use of revenue from carbon credit transactions generated from programs and projects under the carbon credit exchange and offset mechanisms invested from the city's budget.

100% of revenue from carbon credit transactions generated from programs and projects under carbon credit exchange and offset mechanisms invested from the city budget is used for the following activities:

Implement key programs, projects and tasks on climate change response decided by the City People's Council or approved by the City People's Committee in annual and phased plans.

Invest in and support research, transfer, and application of green and clean technology to reduce greenhouse gas emissions and improve the efficiency of resource and energy use in the city.

Organize education , training, communication programs, raise awareness of the community, businesses and state management agencies on climate change, reduce greenhouse gas emissions and develop green economy, digital economy, and circular economy.

Deploying green economic, digital economic, and circular economic projects and models associated with the goals of reducing emissions, using resources efficiently, and adapting to climate change.

Other activities directly related to the goals of responding to climate change, developing green economy, digital economy, and circular economy, are decided by the City People's Council based on the proposal of the City People's Committee and the ability to balance resources.
