Delegates say there is 'lack of transparency' in choosing textbooks, Minister of Education and Training asks for evidence

Implementing the direction of the presidium of the discussion session requesting clarification of the opinion of National Assembly delegate Nguyen Thi Kim Thuy, Minister of Education and Training Nguyen Kim Son issued Document No. 2706 dated June 2, exchanging again.

Specifically, in her speech, one of the contents raised by delegate Nguyen Thi Kim Thuy was: "The lack of transparency, objectivity, and lack of respect for the opinions of teachers, schools, and parents in choosing textbooks that the press often reflects originates from Circular No. 25 dated August 26, 2020 of the Ministry of Education and Training guiding the selection of textbooks".

The response document of the Minister of Education and Training stated that, when drafting Circular No. 25 mentioned above, the Ministry of Education and Training was very careful to follow the correct procedure for drafting legal documents, and widely consulted the people and the Departments of Education and Training.

Minister of Education and Training Nguyen Kim Son asked delegates to provide information and evidence regarding the "lack of transparency" in textbook selection.

The selection of textbooks according to Circular No. 25 was basically carried out without any difficulties or problems. In 63 reports of the Provincial and Municipal People's Committees reporting on the implementation of Resolution No. 88/2014/QH13 and Resolution 51/2017/QH14 on innovation of generaleducation programs and textbooks Sent to the National Assembly's monitoring delegation, only 5 provinces and cities had recommendations and proposals related to textbook selection.

The main opinions focused on the proposal to issue a document guiding the payment of textbook selection costs and increasing the time for reading textbook samples before the council meeting.

During the implementation process, the Ministry of Education and Training sent an official dispatch to the People's Committees of the provinces directing the textbook selection councils to strictly implement the provisions of Circular 25 to ensure impartiality, objectivity, transparency, and respect for the proposed opinions of educational institutions; paying special attention to textbooks that many general education institutions proposed for selection before organizing a secret ballot to select textbooks .

The Minister of Education and Training also said that he had organized eight inspection teams to inspect the selection of textbooks in a number of localities.

"Through the inspection process, the Ministry of Education and Training did not receive any feedback on pressure from the superior management agency in selecting textbooks; the textbook selection form of teachers at the professional group coincided with the list of proposed textbook selections sent by educational institutions to the Department of Education and Training for synthesis and submission to the provincial selection council, which coincided with the textbook review form of teachers. Through statistical reports from localities on the results of textbook selection by the basic councils according to the proposals of the schools", the document of the Ministry of Education and Training informed.

The Minister of Education and Training affirmed that "any locality that does not comply with the provisions of Circular 25 must be strictly handled according to the provisions of the law", and requested delegate Nguyen Thi Kim Thuy to "provide information and evidence of violations to the Ministry of Education and Training for handling according to regulations".
