National Assembly delegates propose early adjustment to increase basic salary

National Assembly Delegate Tran Quoc Tuan (Vinh Long Delegation) proposed that the National Assembly and the Government consider adjusting the basic salary increase from January 1, 2026.

On the morning of October 29, continuing the tenth session, the National Assembly discussed in the hall the assessment of the results of the implementation of the 2025 socio- economic development plan; the projected 2026 socio-economic development plan and a number of other important contents.

The delegates basically assessed that in terms of organizational arrangement and implementation of the 2-level local government model, it can be affirmed that this is a comprehensive and profound revolution. After nearly 4 months of operation, this model has basically operated smoothly, the settlement of administrative procedures for people and businesses, focusing on the task of socio-economic development, ensuring national defense and security at the local level, has been well implemented.

Referring to the difficulties and limitations in which officials and civil servants have to deal with a large amount of work and great pressure but the regime and policies have not been improved, delegate Mai Van Hai (Thanh Hoa Delegation) proposed that the Government direct the early implementation of determining job positions and building a salary policy commensurate with job positions for officials and civil servants.

"In the immediate future, we propose to soon have a salary policy for the current team of commune-level officials and civil servants so that they can work with peace of mind," said delegate Mai Van Hai.

At the same time, delegates recommended that the Government direct the issuance of regulations on evaluating cadres and civil servants based on work results; have a mechanism to screen cadres and be ready to replace cadres who do not meet task requirements.

Sharing the same view, delegate Duong Van Phuoc (Da Nang delegation) said that communal-level civil servants work under a lot of pressure, 2-3 times more than before, but the regime and policies have not changed, and are still very low. From this reality, the delegate suggested that the Ministry of Home Affairs soon conduct a field survey, build job positions, and a minimum payroll framework to serve as a basis for setting payroll for communal levels; advise the Government to issue a suitable salary mechanism to encourage communal-level officials and civil servants to work with peace of mind, and attract officials to work in areas with difficult economic conditions.

Delegate Tran Quoc Tuan (Vinh Long Delegation) emphasized that voters nationwide want the Party and State to pay more attention to fundamental issues, especially salary policies and the lives of cadres, civil servants and public employees to "preserve the motivation to serve the people and for the people" - what creates the sustainable strength of the state apparatus.

“If their lives are not guaranteed, the effectiveness of policy implementation will also be difficult to meet requirements,” said delegate Doan Vinh Long, adding that the basic salary of 2.34 million VND/month, applied from July 1, 2024, is no longer suitable compared to the current cost of living.

From there, delegates proposed that the National Assembly and the Government consider adjusting the basic salary increase from January 1, 2026, instead of waiting until mid-year as in previous periods. This is not just a "salary story", but a message from the people, the common heartbeat of the apparatus that is in dire need of invigoration.

"Only when officials have enough to live can they feel secure in their service; only when civil servants are not burdened with food, clothing, and money can they feel at ease in their dedication," said delegate Tran Quoc Tuan.
