On the morning of May 6, continuing the 9th Session, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Teachers. The content on extra teaching and learning was discussed by many National Assembly deputies.

According to Delegate Tran Khanh Thu (Thai Binh National Assembly Delegation), extra teaching and learning must come from the learning needs of society, students and parents, "it cannot be said that teachers force extra learning".

In fact, according to delegate Thu, many students still voluntarily go to the center to learn English or voluntarily learn other cultural subjects such as music , fine arts, martial arts, etc.

Therefore, delegate Tran Khanh Thu believes that extra classes are a legitimate desire. "Thus, when there is a need from students and families, teachers also want and need to have more income and they choose to work extra by teaching. I think the income of teachers here is completely legitimate and appropriate" - delegate Tran Khanh Thu stated.

According to the National Assembly delegate of Thai Binh province, after 8 hours of teaching in class, teachers can completely spend their efforts teaching extra classes.

"I think there is nothing wrong with teachers giving up family time to do extra work related to their profession and bringing benefits and increasing their income. The most important thing we need to fight is the negative aspect. That is, taking advantage of this to force students to take extra classes, which will cause other negative impacts," the female delegate stated.

Delegate Tran Khanh Thu emphasized that he does not accept the fact that teachers are forced to teach extra classes and profit from extra classes. But clearly, there needs to be a regulation on how to organize these activities in a formal manner as another type of service and in a disciplined and regulated manner. If this can be done, it will limit the negative effects.

From there, the female National Assembly member requested that the drafting agency study and amend the provisions of the bill on what teachers are not allowed to do from "forcing students to participate in extra classes in any form" to "prohibiting participation in extra classes contrary to the provisions of the law".

According to the delegate, there are many forms of non-compulsory tutoring but students still have to take extra classes because the current curriculum is putting a lot of pressure on students, especially at the primary level. "Therefore, it is necessary to legislate a ban on spontaneous tutoring and tutoring."

In addition, it is possible to stipulate that the Government or the Ministry of Education and Training should develop a set of regulations for private tutoring and learning in a public manner like the centers and develop specific regulations to limit the widespread spontaneous private tutoring and learning, avoiding waste and unnecessary expenses.
