VDB Party Congress: Synchronously implementing solutions for sustainable development

Deputy Prime Minister Ho Duc Phoc congratulated the Party Congress of the Vietnam Development Bank.

The congress was attended by 117 delegates, representing nearly 1,000 party members throughout the Party organization.

Member of the Politburo , Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh sent a congratulatory flower basket.

In his opening remarks at the Congress, Mr. Le Van Hoan, Member of the Executive Committee of the Government Party Committee, Secretary of the Party Committee of the 3rd term, and Chairman of the Board of Directors of the Vietnam Development Bank, stated that during the past term, the Party Committee of the Vietnam Development Bank had led the Party organization to overcome difficulties and challenges, maintain operational stability, and basically achieve the goals set forth in the Resolution of the 3rd Congress, term 2020-2025.

According to the Political Report, during the 2020-2025 term, VDB focused intensely on debt recovery. In 2024 and the first six months of 2025, VDB implemented new project loans under Decree 78/2023/ND-CP; outstanding loans in the first six months of 2025 increased by 0.2% compared to the end of 2024. The difference between revenue and expenditure improved significantly year by year.

Following the Prime Minister's directives, in the 2020-2021 period, VDB reduced the number of transaction offices and branches to 30 and the number of departments at the head office to 14 by the end of 2021. By 2025, after the restructuring, VDB will have 12 units under the Development Bank and 29 branches/transaction offices.

Party building work within the Party Committee has achieved many outstanding results. The VDB Party Committee has led and directed subordinate Party branches and committees to innovate methods and improve the leadership capacity of Party committees; effectively carried out political and ideological education, and professional ethics education, considering it a central task to help cadres, Party members, and employees raise awareness, always feel secure and confident in the leadership, direction, and sustainable development of the system, thereby creating consensus throughout the system.

In his address to the Congress, Standing Committee Member of the Government Party Committee and Deputy Prime Minister Ho Duc Phoc stated that this Congress is an extremely important political event, reflecting the spirit of innovation and creativity in the new era, the era of national progress. At the same time, the Congress will set the direction for VDB's development in the coming period.

Assessing the Vietnam Development Bank as having made significant and comprehensive progress and breakthroughs in both leadership in carrying out political tasks and in Party building work, the Deputy Prime Minister also emphasized: The Vietnam Development Bank is a policy bank serving the State's investment and development, implementing preferential credit programs to support businesses, investing in essential sectors and socio-economic development in the areas assigned by the Government.

Therefore, the task is arduous, requiring the Party Committee to strive, unite, innovate, overcome all difficulties and limitations pointed out in the report at the Congress, and implement many key breakthrough solutions to ensure VDB's sustainable development and improve the income and living standards of its cadres and employees.

Affirming that the Standing Committee of the Government Party Committee also unanimously appreciated the quality of the draft documents of the Party Committee submitted to the Congress and the dossiers of the Party Committee submitted to the Congress, including the personnel plan, Deputy Prime Minister Ho Duc Phoc suggested that, for the 2025-2030 term, VDB should focus on building a highly united, clean, and strong Party Committee, enhancing the leadership capacity and fighting strength of the Party organization, Party committees, cadres, and Party members, and effectively carrying out Party building tasks, identifying this as a key task that determines the successful implementation of the term's objectives.
