General Phan Van Giang meets with the Secretary of the Federal Security Council of Russia.

On the afternoon of December 10th, in Hanoi, General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense of Vietnam, met with General Sergei Shoigu, Secretary of the Security Council of the Russian Federation.

Vietnam-Russia defense relations have continued to be developed in the spirit of "trust, practicality, effectiveness, and comprehensiveness," serving as an important pillar in the overall traditional friendship and comprehensive strategic partnership between Vietnam and Russia. This is evident in areas such as: exchanges of delegations at all levels, especially high-level; training; cooperation between military branches; scientific research within the framework of the Vietnam-Russia Tropical Center; and maintaining effective coordination and consultation at international multilateral defense mechanisms and forums.

During the meeting, General Phan Van Giang emphasized that General Sergei Shoigu's visit to Vietnam was of great significance, aiming to concretize the major orientations of the comprehensive strategic partnership between Vietnam and the Russian Federation in the new cooperation phase, which were agreed upon by the leaders of the two countries in May 2025.

General Phan Van Giang sincerely thanked General Sergei Shoigu, in his capacity as former Minister of Defense of the Russian Federation, for his close and effective guidance in enabling the Russian Ministry of Defense to complete the Monument to the Vietnamese International Volunteer Soldiers who fought to defend Moscow during the Great Patriotic War (1941-1945).

At the same time, information was provided to General Sergei Shoigu and his delegation regarding the Vietnamese Ministry of Defense's inauguration of the Monument to Solidarity and Friendship between Vietnam and the Soviet Union at the Vietnam Military History Museum, in gratitude to the Soviet military experts who assisted Vietnam in its struggle for national liberation and reunification.

Looking ahead, General Phan Van Giang suggested that the Ministries of Defense of the two countries continue to coordinate closely to effectively implement cooperation in areas of mutual interest such as training, exchange of experience, and scientific research within the framework of the Vietnam-Russia Tropical Center.

For his part, General Sergei Shoigu emphasized the traditional, sincere, and close friendship between Vietnam and the Russian Federation. He thanked the Vietnamese Ministry of Defense for sending a contingent of military personnel to participate in the parade at Red Square commemorating the 80th anniversary of Victory Day in the Great Patriotic War.

The Russian Federation affirmed its priority of strengthening the comprehensive strategic partnership with Vietnam, particularly in the field of defense cooperation. It expressed the hope that in the future, both sides would continue to coordinate closely to enhance and promote cooperation in areas such as training; military-to-military cooperation; defense industry; exchange of experience in areas of mutual interest; and cooperation within the framework of the Vietnam-Russia Tropical Center.
