At the meeting, Lieutenant General Nguyen Van Duc, Director of the Propaganda Department, General Department of Politics of the Vietnam People's Army, Standing Member of the Emulation and Reward Council of the Ministry of National Defense , reported on the results of the preparation and organization of the 11th Military Emulation Congress for Victory.

Accordingly, up to now, the preparation work for the Congress has been basically completed on schedule, ensuring the requirements set forth. The Congress Organizing Committee has held meetings to develop detailed plans, establish subcommittees, issue guidelines for selecting advanced models, and develop documents and papers to serve the Congress. Propaganda work has been deployed synchronously, combining press agencies inside and outside the army.

Regarding organization, the Congress is expected to take place in the third week of September 2025, with key contents such as: Ceremony to report achievements to Uncle Ho; visit the Vietnam Military History Museum; meet and report to Party and State leaders; exchange program to honor advanced models; official session of the Congress and Youth Gala to celebrate the success of the Congress.

The work of selecting delegates, reporting, rewarding, logistics, propaganda, security and other related contents has also been carefully prepared. At the same time, plans for funding, gifts, badges, and uniforms for the Congress have also been carefully calculated and submitted to competent authorities for consideration and decision.

In his speech, General Trinh Van Quyet suggested a number of issues for the Congress Organizing Committee, especially the Standing Agency, to continue researching and perfecting the script content as well as the overall program.

The Chairman of the Emulation and Reward Council of the Ministry of National Defense emphasized that the 11th National Army Emulation Congress is an important political event, with special significance in encouraging and motivating officers and soldiers of the entire army to continue promoting tradition and striving to compete to excellently complete tasks in the new situation.

Therefore, the preparation work needs to be carried out thoroughly and comprehensively, especially the summary report of emulation and reward work must fully reflect the actual results of the movement; the selection of typical advanced collectives and individuals must be truly exemplary, have strong inspiration, and spread widely throughout the army and society.

General Trinh Van Quyet requested agencies, units, and members of the Organizing Committee to continue reviewing, supplementing, and perfecting the remaining contents, and proactively coordinating to successfully organize the Congress according to plan. Propaganda work also needs to be promoted on digital platforms and media channels, creating a vibrant atmosphere before, during, and after the Congress.

At the meeting, the council agreed with the proposals to confer and posthumously confer the titles of Hero of the People's Armed Forces and Hero of Labor.
