The Government Office has just held a conference to deploy administrative procedure reform when implementing administrative unit arrangement and implementing the 2-level local government organization model. The conference was connected online to 9 bridges in 6 centrally-run cities and provinces: Quang Ninh, Binh Duong and Bac Ninh. At the conference, the leaders of the Department of Administrative Procedure Control - Government Office, introduced new points of Decree No. 118/2025/ND-CP of the Government on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal (DVC) (effective from July 1, 2025); guided and urged the updating of information and data on the National Public Service Portal, and upgraded the provincial-level administrative procedure settlement information system.
According to Mr. Pham Manh Cuong, Deputy Head of the Government Office, the National Public Service Portal will become a centralized, single "one-stop shop" to serve people and businesses. According to the roadmap, from July 1, 2025, the interface of the Provincial Public Service Portal will be closed. Therefore, localities must promptly update the list and convert administrative procedures from the district level to the commune and provincial levels; update integrated public service information according to the new agency list and declare and test public services on the National Public Service Portal. Review and develop a plan to improve the Provincial and Commune Public Service Centers in terms of personnel, facilities, equipment, and working regulations, with special attention to ensuring smooth and uninterrupted implementation of administrative procedures for people and businesses when the district-level local government ends its operations and implements the 2-level local government organization model.
On the basis of the decentralized, delegated, and authority-defined administrative procedures announced and made public by ministries and ministerial-level agencies, provinces and cities urgently announce the list of administrative procedures and the list of administrative procedures provided with full online public services, partial online public services performed locally and integrated and provided on the National Public Service Portal; update administrative procedures on the national database of administrative procedures and direct the development and promulgation of internal procedures and electronic procedures for handling each administrative procedure at the provincial and commune levels.
In Can Tho City, the city's working delegation, including Mr. Do Thanh Binh, member of the Party Central Committee, Secretary of the City Party Committee and Mr. Truong Canh Tuyen, Chairman of the City People's Committee, along with a number of departments, branches and sectors, has just conducted a field survey at a number of working offices of the People's Committees at the commune level expected to be arranged after the merger in the districts of Ninh Kieu, Binh Thuy, O Mon and Thoi Lai district. Leaders of the districts said that they have reviewed the facilities and equipment at the headquarters of the old units to arrange working offices for the new communes and wards. Currently, the basic equipment meets the requirements for direct and online work; reviewing and arranging the Public Administration Service Center to ensure good service for people coming to work. Regarding facilities, the districts have reviewed, repaired and upgraded to ensure working conditions for the staff, civil servants and public employees; focusing on archiving records to avoid loss during the merger process. Mr. Do Thanh Binh noted that units need to use facilities flexibly, scientifically, and without waste; the arrangement of working and living places for staff after the merger needs to be carefully prepared, ensuring practicality, economy, and efficiency.
Previously, at meetings on organizational arrangement and administrative unit arrangement, Mr. Truong Canh Tuyen noted that the transfer of administrative procedures from the old facility to the new facility must be complete, paying more attention to archiving records, not letting records be lost; the network system must be guaranteed to be connected smoothly, ensuring the reception and settlement of administrative procedures of people and businesses. The Chairman of the City People's Committee also assigned the Director of the Department of Science and Technology to preside over and coordinate with heads of relevant agencies and units to research and guide the identification and deployment of digital infrastructure, software, shared applications, and advise the City People's Committee to issue a list and plan for deploying shared software and applications, no later than June 25, 2025. The People's Committees of districts and towns also strengthened the direction and inspection of the management of records and archives at agencies and units when dissolving, merging, consolidating, and reorganizing; Complete data on local cadres, civil servants and public employees so that when arranging and assigning them to new administrative units, the data must be complete and accurate.
According to Decree No. 118/2025/ND-CP regulating the organization of One-Stop Departments at the provincial and commune levels, in centrally-run cities, the City People's Committee decides to establish a Provincial Public Administration Service Center as an administrative organization under the City People's Committee and decides the number of branches under the 1-level Public Administration Service Center to perform tasks within the locality. In case this model is not selected, the City People's Committee decides to establish a Provincial Public Administration Service Center as an administrative organization under the Office of the Provincial People's Committee.
At the commune level, the People's Committee of the commune decides to establish a Commune-level Public Administration Service Center, an administrative organization under the People's Committee of the commune, to perform assigned tasks and powers. There is no Commune-level Public Administration Service Center under the People's Committee of the commune in localities that choose the model of a 1-level Public Administration Service Center under the People's Committee of the province.
