
Throughout the past 95 years of leading the Vietnamese revolution, our Party has consistently affirmed its pioneering role in guiding and successfully organizing the implementation of political , economic, and social tasks. In the current period, facing the demands for strong reforms, building a streamlined, effective, and efficient administrative apparatus has become an urgent task, a profound revolution throughout the entire political system.
With a revolutionary spirit and a high sense of responsibility, the Party has issued many important resolutions on streamlining the apparatus and organization, especially Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Party on "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient." These policies not only demonstrate political determination but also affirm the Party's leadership and organizational role in the institutional reform process.
Our Party has determined that streamlining the apparatus means not only reducing the number of officials and civil servants but also improving the quality of the workforce and building an efficient operating mechanism. At the same time, it is essential to ensure synchronization and consistency across all levels and sectors to avoid a situation where the top is enthusiastic while the bottom is indifferent, creating a strong ripple effect throughout the entire political system.
In the context of globalization and the rapid development of science and technology , the demands on the state management system are increasingly high. A cumbersome and inefficient apparatus not only diminishes management capacity but also creates a significant burden on national resources.
Streamlining the administrative apparatus is not only a technical management issue but also a decisive factor in the sustainable development of the country. This is an important political task, directly related to improving the Party's leadership capacity, the State's management efficiency, and the quality of service to the people.
To realize this goal, the Party has determined that it is necessary to continue to promote its leading role and resolutely overcome manifestations of stagnation, conservatism, and avoidance within the organizational structure.
The Party has issued guidelines and decisively directed the development of clear and specific evaluation criteria to screen, assign, and utilize cadres in accordance with task requirements; and the development and implementation of superior mechanisms and policies to encourage older cadres to retire early, making way for younger, well-trained cadres.
Furthermore, the Party also emphasized the need to promote the application of information technology in administrative management, build e-government, and reform administrative procedures in a synchronized manner. This will not only improve management efficiency but also create more favorable conditions for citizens and businesses.
Furthermore, streamlining the administrative apparatus requires strong participation and support from all officials, Party members, and people from all walks of life. The Party demands effective efforts in understanding the aspirations and opinions of the public in order to develop effective communication strategies, fostering unity within the Party and consensus in society, so that each individual and organization deeply understands the meaning and importance of this reform.
Streamlining the administrative apparatus is not only a short-term task but also a long-term strategic requirement for building a truly people's state, "of the people, by the people, and for the people." With its leadership and organizational role, the Party will certainly lead this revolution to victory, contributing to creating powerful momentum for the country on its journey into a new era, an era of national progress.
