Deputy Prime Minister Tran Hong Ha signed Decision No. 1388/QD-TTg dated November 15, 2024, approving the investment policy for the construction and operation of infrastructure in Cam Lien Industrial Park, Quang Binh province.

Specifically, Deputy Prime Minister Tran Hong Ha approved the investment plan for the construction and operation of the Cam Lien industrial park infrastructure in Cam Thuy, Thanh Thuy, and Ngu Thuy Bac communes, Le Thuy district, Quang Binh province.

At the same time, the investor, a company, was approved. Capella Quang Binh Investment Co., Ltd.

Regarding the project's investment capital, the Deputy Prime Minister requested the Quang Binh Provincial People's Committee to direct the Quang Binh Provincial Economic Zone Management Board to guide the investor in determining the total investment capital of the project in accordance with the project's area (450 hectares) and the plan for handling public assets within the project.

The Deputy Prime Minister requested the Ministry of Planning and Investment to be responsible for the assigned tasks of appraising investment policies and implementing state management of industrial parks in accordance with the Investment Law and relevant laws.

Relevant ministries and agencies are responsible for the content of the appraisal of investment policies for projects within their functions and duties, as stipulated in the Investment Law and related laws.

The Ministry of Agriculture and Rural Development is fully responsible for the content assessment, completeness, accuracy, and validity of dossiers, documents, data, and other contents submitted to the Prime Minister for consideration and decision on the policy of converting forest land to other uses for project implementation.

Strictly inspect and monitor the conversion of forest land.

The Ministry of Agriculture and Rural Development, in coordination with the Ministry of Natural Resources and Environment and other relevant agencies, is responsible for directing and guiding the Quang Binh Provincial People's Committee in implementing the project; and for closely inspecting and monitoring the conversion of forest land to other uses in accordance with Directive No. 13-CT/TW dated January 12, 2017, of the Party Central Committee on strengthening the Party's leadership over the management, protection, and development of forests and the provisions of forestry law.

The Ministry of Natural Resources and Environment, in coordination with the Ministry of Agriculture and Rural Development, directs and guides the People's Committee of Quang Binh province to conduct inspections and closely monitor the conversion of forest land to other purposes for project implementation in accordance with Directive No. 13-CT/TW.

The People's Committee of Quang Binh province ensures the accuracy of information, reported data, and assessment contents in accordance with the law, including the occupancy rate of established industrial parks in the province as stipulated in Decree No. 82/2018/ND-CP; implements projects in accordance with approved plans; and ensures that the Cam Lien industrial park is not affected by or overlaps with other plans.

The organization shall prepare and approve adjustments to the zoning plan for the entire Cam Lien industrial park area in accordance with the law on construction to ensure synchronous connection of infrastructure and environmental landscape; ensure compliance with national technical standards on construction planning and in accordance with the location and scale of land use of the approved project.

Prevent complaints and lawsuits from occurring.

The People's Committee of Quang Binh province is responsible for implementing the procedures for leasing land to existing businesses for projects within the industrial park planning area, ensuring compliance with legal regulations; reviewing land use right certificates, land allocation periods, and related legal land documents to ensure the legitimate rights and interests of businesses currently operating in the project area in accordance with land law, investment law, and planning law;

Directing relevant agencies to coordinate and guide investors to reach agreements with existing businesses that have leased land from the State regarding rent, infrastructure usage fees, and infrastructure connection plans (transportation, electricity supply, water supply, wastewater treatment, shared infrastructure facilities, etc.) to the common infrastructure system of Cam Lien Industrial Park, ensuring a balance of interests between all parties, preventing complaints and lawsuits, and avoiding any impact on the overall operation of investment projects in the industrial park;

Implement the procedures for leasing land and permitting land-use conversion for project implementation in accordance with the land law; in cases where public assets are identified, handle them according to the law on public assets, ensuring that no state assets are lost...
