Discussing the draft Law amending and supplementing a number of articles of the Law on Public Debt Management, delegates agreed on the necessity of amendments to meet the requirements of mobilizing, managing and using capital effectively, especially in key infrastructure projects.
National Assembly Deputy Nguyen Truc Son ( Vinh Long ) said that increasing decentralization and delegation of power will contribute to shortening procedures and speeding up disbursement of public investment capital, especially for projects using ODA capital.

Regarding Article 29, the delegate proposed to clearly define the subjects of enterprises in which the State holds 100% of capital to carry out the loan, avoiding expansion to subsidiary enterprises, causing complications in the implementation organization. In addition, the process of negotiating and signing the loan agreement is still prolonged; therefore, the delegate proposed to authorize the Prime Minister to decide on technical adjustments that do not change the project's objectives and scope, ensuring progress and implementation efficiency.
Regarding re-lending, delegates proposed to consider the specific economic regions and budget collection capacity of each locality, ensuring flexibility and suitability to reality. At the same time, capital allocation needs to be in harmony with the constraints of the loan agreement, avoiding prolonging the disbursement time. Delegates also recommended decentralization to the provincial People's Council, contributing to promoting the responsibility and initiative of localities in the project implementation process.

Regarding the Law amending and supplementing a number of articles of the Law on Insurance Business, delegates assessed that the amendment of the law aims to perfect the transparent and synchronous legal corridor, creating favorable conditions for business development while still ensuring the effectiveness of state management through strengthening post-inspection.
Regarding the conditions and standards for managers and controllers of insurance enterprises, reinsurance enterprises, and foreign branches in Vietnam, according to National Assembly Deputy Nguyen Dinh Viet (Son La), currently, insurance subjects are very diverse, while management and executive positions require in-depth knowledge and expertise in the business field of the enterprise. Therefore, it is proposed to revise the regulations in the direction that all cases without a university degree in insurance must have an insurance certificate issued by insurance training institutions established and operating legally in the country or abroad.

Regarding the method of calculating insurance premiums, delegates recommended that the Government direct the construction of a shared database linking information between sectors, ensuring that insurance premiums are determined based on real data, accurately reflecting risks during vehicle use.
