Our country's happiness index has achieved many remarkable results in recent times. If calculated in the period 2020 - 2025, we have increased 37 places, and increased sharply in recent years in terms of happiness index. Compared to other countries in the region, Vietnam ranks 2nd in terms of happiness index, just behind Singapore.
The Draft Political Report mentioned the happiness index and set out the viewpoint for the next term as: "Promoting rapid and sustainable development of the country, improving the lives and happiness of the people". The development goals also stated: "For a peaceful , independent, democratic, prosperous, civilized and happy Vietnam". However, the goals, targets, task groups and solutions are still general, and the criteria for determining the level of happiness and the happiness index of people, communities and families are unclear.
It is recommended that the Document Editorial Team pay attention to, identify, and supplement the criteria and indexes on happiness in the Documents of the 14th National Party Congress. Further clarify the tasks and solutions to build a happy life for the people. Accordingly, we should focus on providing specific indicators of satisfaction levels, satisfaction with oneself, one's family, from the community: village, commune, hamlet, neighborhood, agency... When the indicators show that people are satisfied in the relationships around them, we will have a happy country.
In addition to personal happiness, we must also focus on building a happy family. In fact, income can increase, the means to serve human life are increasingly complete and essential, but if the relationship between people in each family, the relationship between people in each community, each village is not satisfied, then happiness is not certain.
Or happy schools, we need to pay attention to the story of school violence, the culture of behavior between teachers and students, parents and teachers... We need to pay attention to how to build a safe and happy environment. Happiness in the working environment is also raised, each agency, business, organization if determined the target of a happy working environment, will be a great motivation for everyone to be more united, love each other more and contribute more.

The draft document has been carefully prepared, demonstrating a spirit of openness, democracy and especially innovation in leadership and management thinking. A notable new point is that for the first time, the goals and targets are built in association with a specific action program, demonstrating an important step forward in overcoming the situation of "good resolutions but difficult to implement". The spirit of innovation is reflected throughout the entire draft document, especially in the perspective of people-centered development and promoting democracy and the strength of great national unity.
The draft Political Report has set a target for the period 2026 - 2030 to strive for a human development index of about 0.78. At the same time, it emphasizes the building of a fair, high-quality, effective and sustainable health system; focusing on improving the quality and skills in disease prevention, medical examination and treatment, controlling epidemics and effectively implementing the National Target Program on health care, population and development; improving the quality and efficiency of the health service delivery network from the central to grassroots levels to respond to changes in disease trends.
During the past term, the development of culture, people and society has achieved very important results, many aspects have progressed, especially in social security and people's lives have been increasingly improved. In particular, the health system and people's health care have had positive developments, quality has been improved and epidemics have been well controlled.
To implement the policy that by 2026, each person will receive a free health check-up once a year and aim to exempt basic hospital fees according to health insurance benefits by 2030, in my opinion, developing primary health care is the foundation for implementation. Therefore, investment in primary health care needs to have a focus, key points, and these are health stations and basic general hospitals. Health stations need to be invested in and have their facilities strengthened to more strongly promote their role as a place to receive, manage, and provide primary health care for people. At the same time, ensure proactiveness in disease prevention and free medical examination and treatment.
I suggest that this content should be clarified in the draft document. Accordingly, it is necessary to strengthen the grassroots health system and the model of health stations in localities after the administrative unit arrangement must be unified. Health stations must also ensure the capacity to conduct health screening for local people; ensure resources and state budget to carry out this task in 2026.
National Assembly Delegate Nguyen Duy Minh (Da Nang): Clearly demonstrates comprehensive and modern innovation thinking

I highly agree with the draft Report summarizing the theory and practice of 40 years of renovation, especially the draft Political Report to be presented to the 14th National Party Congress. I also highly appreciate the quality and integration, with many profound new points, which correctly reflect the Party's strategic vision in the new development stage of the country.
The Draft Documents of the 14th National Congress clearly demonstrate the comprehensive and modern innovation mindset, especially the addition and development of systems of viewpoints on the country's development model towards rapid, sustainable and inclusive growth based on science, technology and innovation. This is the first time that the issue of environmental protection in the document has been placed on par with socio-economic development, becoming a central task. This is a very important theoretical development step showing that the Party not only cares about the economic growth rate but also emphasizes the quality and sustainability of development.
The Draft Political Report also affirmed that sustainable development is not about slowing down growth but is a condition for growth to be maintained stably and responsibly towards the people and towards nature; at the same time, it continues to affirm the requirement for awareness and effective and harmonious handling of major relationships. From practice, the Party has also further developed the theory of sustainable growth, green economy, circular economy, digital economy and equitable energy transition as the driving force for the modern development model.
I agree with many of the statements in the draft documents of the 14th Congress. To realize the above goals, I propose a number of solutions to transform energy for development in the coming period.
Firstly, in the short term, it is necessary to continue to improve the institutional framework for hydropower operations in a transparent and responsible manner, requiring public disclosure of flood discharge data, early warning for downstream areas, and allocating a portion of revenue to forest restoration, compensation for damages, and livelihood development for people in the lake area as well as downstream areas.
Second, in the long term, attention must be paid to energy conversion, which means gradually reducing the proportion of traditional hydropower, strongly developing wind power, solar power, pumped energy, gas power and biomass energy; investing in smart grid infrastructure, building energy storage systems to ensure stable supply and minimize risks caused by natural disasters and droughts.
At the same time, it is also necessary to build a green financial mechanism; make a fair transition; apply carbon tax, green credits, clean energy bonds; mobilize the participation of the private sector to invest in clean technology and provide career transition training for workers in affected areas, ensuring fairness and inclusion.
Third, it is necessary to promote the state's creative role in management through the rule of law, data and accountability; at the same time, promote the participation of society, businesses and people in the national energy transition process.
National Assembly Delegate Tran Anh Tuan (Ho Chi Minh City): Focus on institutional quality

Regarding the growth model in the coming period, the draft Congress Document identifies the 2026 - 2030 period as a turning point for Vietnam to establish and shift to a new growth model, restructure the economy, promote industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving force. Accordingly, the growth model will focus on industries with high scientific content and high added value, especially the fields of processing and manufacturing industry, digital transformation and green transformation. The draft Document also clearly shows the concentration of investment resources on these orientations as well as growth pillars associated with the environment and culture, endogenous resources for sustainable development.
The draft Congress Documents outline three strategic breakthroughs that our Party has identified as a focus in the coming term, including institutions, human resources, and infrastructure. I propose emphasizing the quality of institutions. Institutions must develop and have quality to meet the requirements of new development and new growth models.
In fact, not all legal documents or sub-legal documents are fully completed when issued. However, from the perspective of state management, legal documents or sub-legal documents issued with the aim of serving the interests of the people and the production and business activities of enterprises should be supported, not to be in a tug-of-war between management and creation, applying different understandings and hindering the interests of the people.
In the coming term, we need to create a strong breakthrough in institutional quality to remove difficulties and obstacles for people, production and business activities, and investors in order to create development and unleash resources for development.
