Speeding up construction of Dinh Lap industrial cluster - Lang Son Radio and Television Newspaper and Station

- The Dinh Lap Industrial Cluster Project in Dinh Lap District was started at the end of 2023. According to the plan, phase 1 of the project will be eligible to attract secondary investors to start production and business from the beginning of the fourth quarter of 2025. To put the project into operation as planned, the investor and contractors have been focusing all resources to speed up the construction progress of the items.

Contractor implementing leveling construction of Dinh Lap industrial cluster project

The Dinh Lap Industrial Cluster project has a scale of nearly 71.3 hectares, with a total investment of more than 677 billion VND, invested by An Phu Hung Investment and Business Joint Stock Company. Immediately after the project was started, the investor focused on completing legal procedures according to regulations, arranging capital sources and coordinating with the People's Committee of Dinh Lap district to urgently carry out the project's site clearance.

By the end of the first quarter of 2025, the People's Committee of Dinh Lap district had cleared 50/71.3 hectares of the project site, equivalent to 70.1% of the area to be recovered. The People's Committee of Dinh Lap district strives to clear the remaining area of ​​more than 21.3 hectares in the second quarter of 2025. On that basis, the Provincial People's Committee has decided to lease 24 hectares of land in phase 1 to the investor to carry out the items.

Mr. Tran Doan Hoang Tung, Deputy Director of Dinh Lap Industrial Development Company Limited (the enterprise established by the investor to implement the project) said: Currently, the conditions for implementing the project are very favorable, the area of ​​phase 1 with 24 hectares of land has been leased by the Provincial People's Committee since the end of 2024 to help the investor implement the construction plan to meet the requirements. The investor has applied for a construction permit for phase 1 with an area of ​​22.7 hectares and requested the contractor to concentrate means to speed up construction and installation to ensure quality and progress according to the design.

It is known that to meet the resource requirements for project implementation, the investor has mobilized 200 billion VND from shareholders' contributions to serve the site clearance, construction of items and project management. Of which, the site clearance cost alone, the investor has transferred to the People's Committee of Dinh Lap district to disburse nearly 40 billion VND to affected cases.

Mr. Bien Anh Nhat, Deputy Commander in charge of the general contractor for the infrastructure construction of Dinh Lap Industrial Cluster project, Phuc Hung Holdings Construction Joint Stock Company said: Immediately after receiving the land from the investor, the unit researched and developed a detailed construction plan. The unit mobilized 40 vehicles, organized 3 teams with 55 personnel divided into 6 construction and installation teams to construct items such as: leveling internal traffic roads; constructing box culverts, surface drainage, wastewater drainage; constructing the project management office building; constructing a wastewater treatment plant and water supply system; constructing production power supply systems, lighting, communications, and fire prevention. At the same time, the contractor took advantage of favorable weather conditions to continuously construct 2 shifts for the site leveling item. According to the general contractor, as of April 14, 2025, the estimated value of construction and installation volume of project items is 45 billion VND, equivalent to 40% of the construction and installation value of phase 1.

Mr. Tran Doan Hoang Tung added: Currently, the investor has made a new progress plan and required the contractor to complete the leveling items, phase 1 drainage box culverts, and the management building in June 2025; complete the wastewater treatment plant, water supply, traffic roads, lighting and fire protection systems in August 2025. On that basis, the investor will negotiate with secondary investors on leasing land for production and business development in phase 1 of the project from September 2025. At the same time, the investor also develops a plan to implement the leveling items with the remaining area of ​​the project when the Provincial People's Committee leases the land. The investor's goal is to complete the leveling of the entire remaining area of ​​48.6 hectares in 2025 in accordance with the approved project planning and deploy construction and installation of items according to the detailed design of the project.

To facilitate the investor to implement project items, Dinh Lap District People's Committee has committed to the Provincial People's Committee to complete site clearance for the entire project in June 2025.

Ms. Nguyen Thi Thanh Huyen, Director of the Land Fund Development Center of Dinh Lap District, said: Currently, the project still has about 21.3 hectares of land related to land originating from forestry farms but managed and used by people for a long time. The Center has coordinated with functional departments to advise the District People's Committee to resolve the issue in April 2025 to complete site clearance in June 2025.

With the determination of the investor and the drastic participation of the People's Committee of Dinh Lap district in site clearance, it is believed that the Dinh Lap industrial cluster project will soon reach the finish line as planned. Thereby contributing to creating a clean land to attract investment, creating many jobs for people and promoting the economic growth of the province in the coming time.
