Speed ​​up site clearance for agricultural projects

On the morning of September 11, a working delegation led by Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep worked with the Provincial People's Committee on the implementation of a number of agricultural investment projects in the province. Basic projects ensure progress

Currently, in the province, there are 4 projects decided to be invested by the Ministry of Agriculture and Environment, of which 3 projects are assigned to the Irrigation Investment and Construction Management Board 7 (Board 7) as the investor, while the Cha Rang Reservoir Project is invested by the Department of Agriculture and Environment.

According to the report of Board 7, the Song Cho 1 Reservoir Project has basically completed all items, the unit is urging the contractor to prepare procedures for culvert plugging, water storage and testing and implementing other related consulting packages to complete the project in 2025. The project currently has more than 60 hectares of additional land clearance area (GPMB) located in the reservoir area. This area has been approved by the Provincial People's Committee to change the purpose of forest use to other purposes to implement the project; the timber exploitation plans prepared by the forest owner, Tram Huong Forestry One Member Co., Ltd. have been approved. However, up to now, the work of collecting forest products, cleaning the reservoir bed and compensation, support and land recovery has not been carried out.

The Song Cho 1 Lake Water Supply System Project is responsible for investing in a pipeline to supply water from Song Cho 1 Lake to Suoi Dau and Cam Ranh Lakes with a pipeline length of about 41km. Currently, the contractor is organizing the construction of construction packages within the assigned area of ​​9km/41km. At the meeting, the representative of Board 7 proposed that the Provincial People's Committee pay attention and direct the Khanh Hoa Land Fund Development Center, regional centers and the People's Committees of communes to organize site clearance according to schedule to ensure 100% disbursement of the 2025 capital plan and strive to complete the project in the second quarter of 2026 to hand over and put into use, promoting the effectiveness of the project. Specifically, the communes of Bac Khanh Vinh and Trung Khanh Vinh handed over 100% of the land in September. The project area passing through the communes of Dien Lam, Dien Tho, Dien Lac and Suoi Hiep handed over 50% (10km) in September and the remaining part in October. The project area passing through the communes of Suoi Dau and Cam Hiep focused on speeding up the inventory work; coordinating with the People's Committees of Suoi Dau and Cam Hiep communes to develop and approve specific land prices; handing over the land to Board 7 no later than early November.

For the Tan My - Ba Rau Lake - Song Trau Lake water transfer system project, the contractor has constructed 12,445m/13,320m of pipeline, is constructing 375m, the remaining 500m has not been cleared; constructed 120/150 works on the route. Regarding site clearance, up to now, Board 7 has received the handover of 11,555m/13,320m; construction units mobilized and advanced the site clearance fund for people to hand over 1,265m of site; the remaining 500m.

The Cha Rang reservoir project has a total area of ​​97.7 hectares, with 256 cases affected by the project. Up to now, the site clearance work has been 100% completed, the construction volume has reached more than 50%. From now until the end of the year, the contractor will focus on completing the items of the cluster; filling the main and secondary dams to the completed dam crest elevation (leaving only about 100m of riverbed to close the joint in early 2026) with the expected completion volume reaching 70%. According to the plan, the entire project will be completed and put into operation by August 2026.

Mr. Nguyen Duy Quang - Director of the Department of Agriculture and Environment said that currently, the project is being implemented smoothly, without any difficulties or problems. The Department is focusing on disbursing public investment capital. Specifically, the capital plan for 2025 of the Cha Rang Reservoir Project before August 15 was assigned by the Ministry of Agriculture and Environment as 100 billion VND; by August 31, the Department had disbursed 100%. Currently, the Ministry of Agriculture and Environment continues to supplement the capital plan for project implementation in 2025 by 50 billion VND, bringing the total capital plan assigned to implement the project in 2025 to 150 billion VND. By September 10, the Department continued to disburse with a cumulative 106.08/150 billion VND (reaching 70.7% of the assigned capital plan). The department is continuing to direct contractors to focus on speeding up construction progress to ensure 100% disbursement of the assigned capital plan in 2025.

Urgent completion of site clearance

Mr. Phi Ngoc Tuan - Acting Director of Board 7 said that currently, 3 projects invested by the board are facing problems with site clearance, affecting the construction progress. To complete site clearance, more determination is needed from relevant localities. Specifically, the Song Cho 1 reservoir project has increased the area of ​​site clearance for the reservoir bed, so the construction is 2.5 months behind schedule. There is not much time left to implement the project, according to technical conditions, September is the last time for the sluice to fill the reservoir with water. To ensure progress, Board 7 recommended the Ministry of Agriculture and Environment to request the Provincial People's Committee to direct relevant units to coordinate in implementing the remaining work according to plan.

Regarding the site clearance work of the Song Cho 1 Lake water supply system project, Committee 7 recommended that the Ministry of Agriculture and Rural Development request the Provincial People's Committee to direct the Provincial Land Fund Development Center and relevant units and localities to urgently hand over the site in each area in September and at the latest in November. Regarding the Tan My - Ba Rau Lake - Song Trau Lake water transfer system project, the rainy season is approaching and construction conditions are unfavorable. Therefore, relevant levels, sectors and units should focus on mobilizing and finding solutions to resolve the issue, handing over the site before September 30, creating conditions for the project to be completed and put into use before December 31 according to the approved schedule.

Speaking at the meeting, comrade Le Huyen emphasized that the province will accompany the Ministry of Agriculture and Environment to complete the site clearance work, creating favorable conditions for construction units to achieve the set progress. For the Song Cho 1 Reservoir Project, the province will soon choose a plan to collect forest products, organize the cleaning of the reservoir bed and hand over the site to the investor. Comrade Le Huyen requested departments, branches and localities to urgently speed up the site clearance progress for the remaining projects, promptly report and propose to the province to remove difficulties and obstacles (if any), ensuring the site handover on schedule. The province hopes that the ministry will pay attention to allocating funds to implement a number of projects in the medium term of 2026 - 2030, creating conditions for local socio-economic development.

Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep highly appreciated the efforts of localities and investors in the implementation of projects; hoped that the province would continue to accompany and support the projects to speed up progress and finish on time. For the Song Cho 1 Reservoir Project, in September, relevant agencies need to plug the diversion sluice to store water. The Provincial People's Committee should soon develop and implement a plan to collect forest products, liquidate and hand over the entire area in October. For the Song Cho 1 Pipeline Project, it is recommended that the province soon develop and issue land prices to compensate affected people, hand over the site in November. For cases where the site has not been handed over at the Tan My Water Transfer System Project - Ba Rau Lake - Song Trau Lake, the locality will continue to mobilize, propagate and prepare a coercive plan to hand over the site to the construction contractor.
