Along with the development of all aspects of the nation and people, Vietnam's foreign affairs and diplomacy have achieved proud achievements, affirming its position and prestige, adding motivation for the country to move forward.
This is also the reason why the foreign affairs and diplomacy sectors are often attacked and distorted by hostile forces, reactionary elements, and political opportunists to defame and lower the prestige of our Party and State.
1. During nearly 40 years of renovation, the Communist Party of Vietnam has developed a consistent and consistent system of viewpoints and guiding principles for Vietnam's foreign affairs. These are the foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralization and diversification; "being a friend, a reliable partner and a responsible member of the international community"; grasping the two aspects of partners and objects, both cooperating and fighting; being steadfast in principles and strategic goals, but flexible and clever in tactics, "using the unchanging to respond to all changes"...
Not only that, as General Secretary Nguyen Phu Trong pointed out, the Communist Party of Vietnam has inherited and promoted the national identity, origin and tradition, selectively absorbed the quintessence of the world and progressive ideas of the times, developed on the theoretical foundation of Marxism-Leninism and Ho Chi Minh thought, forming a very special and unique school of foreign affairs and diplomacy, imbued with Vietnamese identity. That is the "Vietnamese bamboo" school of foreign affairs and diplomacy: solid roots, strong trunk, flexible branches, imbued with the soul, character and spirit of the Vietnamese people.
Based on the right strategy, a steadfast and confident mindset, Vietnamese diplomacy has contributed to the glorious history of the nation with proud achievements. Vietnam's prestige in the international arena is increasingly affirmed and the country has never had the position it has today.
However, hostile, reactionary, and opportunistic political forces always seek to undermine the achievements of Vietnam's foreign affairs and diplomacy, as well as the prestige and position of our country. They often release unverified information related to diplomatic activities and vague foreign affairs content to make comments in the direction of generalization and rash conclusions in order to tarnish Vietnam's image.
Recently, taking advantage of the change of schedule, change of time, and even postponement of visits to Vietnam by some leaders of other countries, they distorted that our Party and State are not respected by other countries, have no prestige with partners... These people also "concluded" that the fight against corruption that the Party Central Committee is determined to carry out, leading to the replacement of some leadership positions, made investors uneasy, not wanting to invest in Vietnam. Then they compared and conflated to lower the prestige of our country when one or two leaders of large corporations in the world promised to invest in Vietnam but chose to dock in another country in the region... from there continuing to accuse Vietnam of losing prestige, not being interested by investors.
Just by clearly understanding foreign information and the realities of economic and social life, we can expose the sinister plots that hostile, reactionary, and opportunistic political forces carry out in the above manner.
It must be affirmed that changing the schedule, time or postponing one or two visits is completely normal, in line with diplomatic practice, and is always shared by partners. Even the fact that one or two large corporations invest or do not invest in Vietnam but choose other countries is completely normal, not enough to reflect the reality. Not to mention, information about plans, goals, and investment plans of famous corporations in Vietnam or other countries is still vague and inaccurate, and these people have made comments to tarnish the image of Vietnam, making their evil intentions even clearer.
2. In fact, from a country under siege and embargo, our country has now expanded and deepened relations with 193 countries, including 3 countries with special relations, 6 comprehensive strategic partners, 12 strategic partners and 12 comprehensive partners. From a centrally planned and closed economy, our country has developed a socialist-oriented market economy with deep links to the global economy, considered one of the most open countries in the world, signed dozens of free trade agreements (FTAs), import-export turnover is double GDP, attracting about 400 billion USD of registered FDI capital...
Vietnam is also a member of most important international organizations and multilateral forums. Our country has successfully organized many major international conferences and fulfilled many important international responsibilities such as: Being elected as a non-permanent member of the United Nations Security Council (terms 2008-2009 and 2020-2021), ASEAN Summit (1998, 2010 and 2020), successfully organizing the ASEM Summit (2004), APEC Summit (2006, 2017), World Economic Forum on ASEAN (2018), US-North Korea Summit (2019). Not to mention, hundreds of Vietnamese officers and soldiers have been sent to join the United Nations peacekeeping force, supporting friendly countries to overcome the consequences of natural disasters, search and rescue... The image of Vietnamese people in the country and in the world is increasingly loved and respected.
These figures are evidence to refute the baseless, short-sighted, and stereotyped comments made by hostile, reactionary, and opportunistic political forces; they are also the basis for each cadre, party member, and citizen to be proud of and firmly believe in the foreign policy of our Party and State. Belief will help us stay alert when receiving bad and toxic information, proactively verify information from official sources, and conduct our own research to form an information filter when participating in social networks. We can also participate in propaganda, education, and reminders for those around us to orient awareness, sow trust, and consensus in the social community for the leadership of the Party in general and the Party's foreign policy in particular.
The 13th National Party Congress clearly identified the policy of "building a comprehensive, modern diplomacy with three pillars: Party diplomacy, State diplomacy and people-to-people diplomacy". This is a strategic, long-term and urgent requirement for foreign affairs and the Diplomatic sector in the new context. This is to say that foreign affairs is not only the responsibility of diplomatic agencies, but also of the entire political system, social organizations, businesses and people. Comprehensiveness is also reflected in diplomacy in all fields of politics, defense, security, socio-economics, culture and education; with all partners, localities and regions, the focus is on promoting and deepening relations with neighboring countries, strategic partners, comprehensive partners, important partners and traditional friends... We must be aware of these core elements to cultivate and contribute to building the country's diplomacy to become increasingly mature and strong.
Deep diplomacy is also about building a truly pure, beautiful, trustworthy image of the country and Vietnamese people in the eyes of international friends; something that every organization and individual, including cadres and party members, has the responsibility to participate in and contribute to, whether they are in the country or abroad. If everyone is conscious of being an exemplary person in fulfilling that responsibility and duty, they will voluntarily build an appropriate way of behaving when interacting with international friends; at the same time, they will strongly protect the image of Vietnam, protect the Party, protect the regime, protect our country's foreign policy; resolutely, persistently and intelligently refute bad and toxic information spreading on social networks. If we can do that, the "Vietnamese bamboo tree" will become increasingly stronger, the character and spirit of the Vietnamese people will shine brighter and brighter.
