Reporter: In the past time, how has Nhu Xuan district implemented the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, comrade?

Comrade Nguyen Huu Tuat: Fully aware of the significance and importance of the National Target Program in general, the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in particular, in recent years, Party committees at all levels, authorities, departments, branches and unions have paid great attention and implemented it synchronously from the district to the grassroots level. Based on the guiding documents of the Central and the province, the People's Committee of Nhu Xuan district has issued many documents for implementation. The District Steering Committee has developed operating regulations with the Secretary of the District Party Committee as the head of the steering committee; the Deputy Secretary of the District Party Committee, Deputy Secretary of the District Party Committee - Chairman of the District People's Committee, Vice Chairman of the District People's Committee as Deputy Heads of the Steering Committee; members who are members of the Standing Committee of the District Party Committee, relevant departments, branches, agencies and units are members of the steering committee, assigning specific tasks to each member in charge of each work content and responsible to the head of the steering committee.

Every year, the District People's Committee and localities develop plans to review poor and near-poor households and determine the income of households working in agriculture , forestry, fishery and salt production with average living standards. Assign targets for reducing poor and near-poor households to communes and towns. Assign members of the steering committee to be in charge of the grassroots level, propose specific tasks and solutions to implement poverty reduction goals and tasks. At the same time, develop plans to promptly inspect and monitor the program and direct and guide units to implement it. Through inspection and monitoring, point out the shortcomings and limitations of the units, and at the same time direct and guide units to support the poor through programs, projects and the "For the Poor" Fund in an objective, transparent and purposeful manner.

Information and communication activities are of interest to the Party Committee and the government, considering this an important content in the implementation of the program. Reporter: Could you please share the specific results of the implementation of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Nhu Xuan district?

Comrade Nguyen Huu Tuat: With the close leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the provincial departments, branches and sectors, timely guidance documents have been issued, prioritizing investment resources, creating favorable conditions for localities to effectively carry out the poverty reduction tasks set out. Party committees, authorities and organizations from the district to the grassroots level have been highly united in direction and operation; together with the consensus of all classes of people, the implementation of poverty reduction programs and projects has achieved positive results. The awareness of the people, especially the poor and poor households, has been more proactive and self-conscious in working and producing to escape poverty. Many poverty reduction projects and policies have been implemented synchronously and appropriately, having a strong supporting impact, helping many households escape poverty sustainably. In the period of 2021-2024, the total capital and capital sources for implementing the National Target Program on Sustainable Poverty Reduction is 18 billion 292 million VND. In the 2021-2024 period, 17 billion 036 million VND has been disbursed (reaching 93.13%). The estimated implementation in 2025 is 100%.

The district has organized the implementation of sub-projects and projects, including 38 poverty reduction models, mainly projects supporting the development of community production (including 10 models of breeding cows, 1 model of commercial duck breeding, 14 models of breeding female buffaloes, and 13 models of commercial hybrid chicken breeding). The total number of participating households is 1,318 households.

It can be affirmed that the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 has positively contributed to the socio -economic development of the district; the material and spiritual life of the people has been significantly improved, social security and social order and safety have been maintained, the poor have had more convenient and complete access to the State's assistance policies; the socio-economic infrastructure system has been strengthened and consolidated. The poverty reduction rate of the district has always met and exceeded the targets assigned by the Resolution of the District People's Council and the province. Specifically: The multidimensional poverty rate at the end of 2021 was 16.94%, by the end of 2024 it had decreased to 950 households, accounting for 5.69%. It is expected to decrease to 248 households in 2025, accounting for 1.49%; an average decrease of 4.2%/year.

Every year, the number of workers who are newly employed inside and outside the district is 1,400 (of which over 160 people are exported/year), contributing to increasing income and transforming the labor structure for workers in the district. The average income per capita in the district increased from 37.03 million VND/household/year in 2021 to 45.5 million VND/household/year in 2024; the average income of poor households increased from 1.5 million VND/person/month in 2022 to 2.5 million VND/person/month in 2024. Accumulated to the end of 2024, Nhu Xuan district has 7 communes meeting the new rural standards, of which 1 commune meets the advanced new rural standards; 63 villages meet the new rural standards, 7 villages meet the model new rural standards.

Reporter: To effectively and sustainably reduce poverty in Nhu Xuan district, what solutions will be proposed in the coming period, comrade?

Comrade Nguyen Huu Tuat: Although poverty reduction has achieved its targets and objectives, it is not really sustainable, and the risk of falling back into poverty and near-poverty is still high. Some documents guiding the implementation of the program were issued slowly in the early stages; there are many regulations and procedures that are integrated and take time to develop, leading to slow implementation of some projects under the program, especially policies that directly support the poor, near-poor, and newly escaped-poverty people in terms of production development and replication of poverty reduction models. Some documents directing and guiding the implementation of the program in the early stages were not specific, and local authorities encountered difficulties and confusion in implementation, and had to seek opinions from superiors...

The Party committees and local authorities of Nhu Xuan district continue to identify poverty reduction as a major and consistent policy of the Party and State; an important, regular and long-term political task of the entire political system and society, contributing to the implementation of social progress and justice, improving the material and spiritual life of the people, and developing the local socio-economy. "The poor must be considered the center, the poor must truly have the will to rise up, proactively seek jobs, develop production, increase income to escape poverty and become rich legitimately". To achieve that goal, the heads of Party committees, authorities, the Fatherland Front, organizations, agencies and units focus on leading and directing the effective implementation of poverty reduction work in localities and units according to their assigned responsibilities and tasks. Continue to propagate to arouse the will to strive and eliminate the mentality of waiting and relying on poor and near-poor households, considering this a key and breakthrough solution to reduce poverty quickly and sustainably. Promote production development, increase income, improve people's lives. Strengthen the proactive role of communes and village/hamlet communities in managing, supervising investment, exploiting and using small-scale infrastructure works and projects to support production development, promoting resources and people's contributions in implementing production development projects, focusing on linkage models associated with processing and consumption of products. Party committees and authorities at all levels focus on leading and directing the effective implementation of poverty reduction support programs and projects of the Central Government and the province in the area; allocate and use resources effectively and for the right purposes; at the same time, arrange local budgets to implement policies to support poor, near-poor and newly escaped-poverty households.
