In 2020, the Politburo issued Regulation No. 213-QD/TW on the responsibility of Party members who are working regularly to maintain contact with the Party organization and the people in their place of residence (Regulation No. 213). The Party Committee of the Provincial Agencies and Enterprises Bloc identified this as a particularly important and necessary content, helping Party committees at all levels and Party organizations in the Party Committee to improve the effectiveness of Party member management. At the same time, it promotes the exemplary role of Party organizations and Party members at their workplaces and places of residence.

Strong "glue"

The Provincial Party Committee of Agencies and Enterprises currently has 78 subordinate grassroots Party organizations, including 39 grassroots Party cells and 39 grassroots Party Committees with 5,351 Party members. The majority of Party members of the Party Committee of the Provincial Party Committee have high professional qualifications, deep political awareness, and are holding important positions in the Party's leadership agencies, the State's management apparatus, socio-political organizations and large enterprises of the province.

In recent years, implementing Regulation No. 213, in the process of commenting, evaluating and classifying party members, the Standing Committee of the Party Committee of the Block has always focused on collecting opinions on the place of residence, considering this an important channel in the work of cadres and party members of the Party Committee of the Block. In particular, in the Regulation on evaluation, appointment, promotion, transfer and rotation of cadres of the Standing Committee of the Party Committee of the Block, collecting comments on the place of residence of cadres is one of the mandatory contents and there is a form to collect opinions from the Party Committee of the place of residence.

Since implementing Regulation 213, Party committees, Party organizations and Party members in the Party Committee of the Bloc have all realized that this is the correct and practical policy of the Politburo ; promoting the pioneering and exemplary role of Party members working in contributing ideas to the common work of the locality. At the same time, creating conditions for local Party committees and people in the residential area to strengthen the supervision of Party members, contributing to improving the quality of Party members and improving the quality of grassroots Party organizations. Through activities at the residential area, Party members working in the area can better grasp and understand the local situation, participate in contributing ideas to building material and spiritual life, ensuring security, social order and safety of the locality; set an example in implementing and mobilizing families and people to comply with the Party's guidelines, policies and guidelines, the State's laws, local conventions and regulations, and effectively carry out social activities at the residential area. Many comrades are the spiritual support for the people in their residential area. The relationship between party members working with the Party Committee, government, organizations and the people in their residential area is increasingly closer, overcoming the lifestyle of being far from the people and lacking responsibility towards the people.

The results of the local Party Committee's comments on the working Party members have achieved many positive results. In 2021, the total number of introduced Party members was 5,362, of which 1,064 were commended and 3 were warned; in 2022, the total number of introduced Party members was 5,463, of which 1,298 were commended and no comrades were warned; in 2023, the total number of introduced Party members was 5,181, of which 1,271 were commended and 1 was warned.

Need to strengthen cohesion

However, according to the assessment of the Party Committee of the Bloc, the attachment of party members to their place of residence in many places is still limited. That is, the updating of the list of party members introduced and received by the Party Committees at all levels is sometimes not timely and complete. The assignment of the Party Committee to monitor the activities of party members in their place of residence is not thorough. The number of party members currently working in the meetings of the Party cell at the place of residence is not enough. The information between the Party Committee where the party member works and the Party Committee where the party member resides is not regular and continuous. The comments and evaluation of party members currently working in some places are not true, impartial and objective.

The Party Committee of the Bloc said that in order to continue to seriously and effectively implement Regulation No. 213, Party committees and Party organizations under the Party Committee of the Bloc will continue to thoroughly educate cadres and Party members about the purpose, meaning, requirements and contents of Regulation No. 213 of the Politburo, considering maintaining contact with Party committees and exemplary performance of tasks at the place of residence as one of the important and regular tasks, and as a criterion to evaluate the quality of grassroots Party organizations and Party members annually. Party committees at all levels review and make lists of Party members (including newly admitted Party members) to introduce them to activities at their place of residence, ensuring that 100% of Party members in Party cells and Party organizations are introduced to activities, and regularly maintain contact with Party cells and people at their place of residence in accordance with regulations. Timely notify the Party Committee and Party cell at the place of residence of the number of Party members who have been introduced to the activities at the place of residence when there is a change in position, transfer of work or being expelled, removed from the Party, or Party members who frequently go on business trips away from their place of residence to coordinate and create conditions for Party members to perform their duties at the place of residence. In addition, continue to notify Party members of the comments and assessments of the Party Committee at the year-end review and evaluation meeting or when necessary. At the same time, strengthen the inspection and supervision work to grasp the implementation of Regulation No. 213 by cadres and Party members at the place of work and residence; promptly commend, reward or propose the Party Committee at the place of work to commend and reward Party members with outstanding achievements in performing the duties of Party members at the place of residence and propose the Party Committee at the place of work to consider and handle according to regulations for Party members who have not performed well.
