The delegation included representatives of the Standing Committee of the Vietnam Fatherland Front of the province; representatives of the departments: Ethnicity and Religion; Agriculture and Environment; Finance; Education and Training.

According to the report at the working session, the disbursement progress of projects under the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas in 07 localities remains low, specifically:

In Kdang commune, the total capital plan for 2025 reached 4,519,594 million VND, including 2,813,719 million VND of non-business capital but not yet disbursed; investment capital of 1,705,875 million VND, of which 704 million VND has been disbursed.

Kon Gang commune was assigned 3,306.54 million VND, of which 2,379.54 million VND of public capital has been disbursed 209.1 million VND; 927 million VND of investment capital has been disbursed 264 million VND.

For Lo Pang commune, in 2025, the locality was allocated 10,831.195 million VND of public service capital but has not yet disbursed it. Of the investment capital of 25,571.8 million VND, only 5,463.2 million VND has been disbursed.

In Hra commune, the planned investment capital for 2025 is 3,658.56 million VND, currently disbursed 1,452 million VND. Particularly, the career capital of 3,543.875 million VND has not been deployed yet.

In Dak Somei commune, the allocated public capital is 7,126.45 million VND, but so far only 771.09 million VND has been disbursed. In 2025, the commune's investment capital is 18,075.747 million VND, but only 220 million VND has been disbursed.

For Ayun commune, the total public capital in 2025 is 4,484 million VND, which has not yet been disbursed. The investment capital of 7,638 million VND has been disbursed 3,946 million VND.

In Mang Yang commune, the locality was allocated 2,017.4 million VND in public service capital but has not yet disbursed it. The investment capital in 2025 is at 3,782.10 million VND, of which 1,216 million VND has been disbursed.

At the meeting, local representatives said the slow disbursement mainly stemmed from the process of arranging and merging administrative units. After the merger, capital sources had to be submitted to the People's Council for adjustment, causing the disbursement progress to be prolonged.

In addition, the organization of cadres in some communes has changed after the reorganization, many new civil servants assigned to the ethnic and religious fields have not yet grasped the program's content, leading to a lack of initiative in implementation. Some old communes have not yet implemented and disbursed the allocated funds before the merger, while the implementation time is limited, greatly affecting the overall progress. In addition, many livelihood support policies require people to have counterpart capital and minimum production conditions. However, the majority of poor and near-poor households are ethnic minorities and do not have enough counterpart capacity, making it difficult to select and arrange the number of households participating in the model.

Concluding the working session, Vice Chairman of the Provincial People's Committee Duong Mah Tiep emphasized: Although localities are facing many difficulties in organizing the apparatus and new personnel after the merger, the disbursement progress is very low, much lower than the general level of the province, which is a major limitation that needs to be overcome immediately. The implementation and disbursement of capital for national target programs is an important task, specifically assigned and must be completed on time.

The Vice Chairman of the Provincial People's Committee affirmed that the province's guiding viewpoint is not to adjust, not to transfer sources and not to extend the capital disbursement time. Localities must be proactive, highly focused, and find appropriate solutions to speed up progress and ensure maximum disbursement within the year. The general spirit is "to complete the disbursement dossier as soon as possible", not to accumulate the volume at the end of the period. He requested localities to be flexible and choose the most effective implementation plan to ensure the highest disbursement capacity. At the same time, he emphasized the spirit of working urgently and seriously, demonstrating the determination to complete the task.

Vice Chairman Duong Mah Tiep assigned the Department of Finance to urgently study the allocation of unallocated capital sources; advise on adjusting the allocation of unallocated capital sources; absolutely not propose to extend or adjust the transfer of sources. The Department needs to fully absorb the recommendations of localities and promptly advise competent authorities to resolve issues beyond their authority.

The Department of Ethnic Minorities and Religions closely monitors the disbursement progress of localities, especially those with low disbursement rates, to promptly urge and report to the Provincial People's Committee. The Vice Chairman of the Provincial People's Committee requested departments, branches and localities to uphold their sense of responsibility, coordinate closely, make efforts to implement, and be determined to disburse capital for national target programs in accordance with regulations and with high efficiency.
