At the conference, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, announced Decision No. 2569-QDNS/TW dated November 28, 2025 of the Politburo deciding to transfer and appoint comrade Phan Thang An, member of the Party Executive Committee of the Central Party agencies, Deputy Head of the Central Organizing Committee, Secretary of the Party Committee of the Central Organizing Committee to cease participating in the Party Executive Committee of the Central Party agencies for the 2020-2025 term; cease holding the position of Deputy Head of the Central Organizing Committee, transfer and appoint to participate in the Executive Committee, Standing Committee to hold the position of Secretary of the Cao Bang Provincial Party Committee for the 2025-2030 term and appoint to participate in the Party Committee of Military Region 1, term 2025-2030.

In his congratulatory speech and assignment, comrade Le Minh Hung, Head of the Central Organizing Committee, affirmed: The Politburo believes that with his experience, capacity, and strengths during his time working in the locality, especially during his time working at the Central Organizing Committee, comrade Phan Thang An will excellently complete the tasks assigned by the Politburo and the Secretariat; at the same time, he requested all levels and sectors of Cao Bang province to promote the spirit of solidarity, support, and assistance so that the new Provincial Party Secretary can complete the task of bringing Cao Bang province to develop even more strongly. The Head of the Central Organizing Committee requested comrade Phan Thang An to closely follow the direction of the Politburo at the 20th Cao Bang Provincial Party Congress, term 2025-2030; make the highest efforts and determination to bring the contents, spirit, and resolutions of the Congress into life. The Secretary of the Cao Bang Provincial Party Committee needs to closely follow the resolutions of the province to lead and direct the implementation of action programs; closely follow the Central Committee's directives in the new development period, focus on completing and exceeding the remaining targets of the 13th Party Congress Resolution, term 2020-2025.
Regarding the construction and completion of the two-level local government apparatus, comrade Phan Thang An is requested to thoroughly grasp and direct the implementation of the Politburo's conclusions on the key contents and tasks of perfecting the apparatus of the political system in the coming time. In particular, it is necessary to strengthen close contact with the grassroots, regularly inspect and urge, promptly direct and organize the removal of difficulties and obstacles. Continue to promote the review and arrangement of the internal apparatus and urgently complete the arrangement of public service units according to progress requirements; closely coordinate with relevant ministries and branches to urgently arrange public educational institutions at the commune level and commune health stations; complete before December 31, 2025. Urgently urge units to promote the organization and implementation of digital transformation, organize a one-stop shop for digital parameters, shared data connecting residents and land; Complete the arrangement of civil servants at commune and ward levels, especially professional staff; conduct capacity assessments of commune-level staff to transfer staff between grassroots units; it is necessary to increase staff from departments and branches to grassroots levels, to meet the requirements of staying close to the grassroots level and serving the people better...
At the same time, it is recommended that the leaders of the Provincial Party Executive Committee, the Provincial Party Standing Committee, and leaders at all levels, sectors, and localities of Cao Bang province continue to promote the revolutionary tradition, solidarity, unity, focus on leadership, and direction to successfully implement the Resolution of the 20th Provincial Party Congress, term 2025 - 2030, firmly stepping with the whole country into a new era of development.

In his acceptance speech, the new Secretary of Cao Bang Provincial Party Committee, Phan Thang An, thanked and seriously accepted all the instructions and assignments from the Head of the Central Organizing Committee. He affirmed that Cao Bang is the land of the origin of the revolution, the place where the steadfast hearts and steadfast will of generations of fathers and brothers crystallized, rich in historical and cultural traditions, with a particularly important strategic position in terms of national defense, security, and foreign affairs, being the "fence" of this country is a great pride, and at the same time a great responsibility in response to the requirements set forth by the Provincial Party Congress for the 2025-2030 term. He promised to make every effort, quickly grasp the situation, constantly learn, be dedicated, uphold principles, and work with the Standing Committee, the Party Executive Committee and the entire political system in the province to consolidate the great unity and solidarity, successfully organize the implementation of the Resolution of the 20th Provincial Party Congress, contributing to the whole country's determination to successfully implement the Resolution of the 14th National Party Congress. Comrade Phan Thang An was born in 1974 in Binh Duong commune, Da Nang city (Thang Binh district, former Quang Nam province); professional qualification: Doctor of Economics; political theory qualification: Senior.
