Nearing the summer vacation, at the end of April, in just a moment of careless play, Hoang Nhat Minh, a 4th grade student at Hop Thanh Primary School (Cao Loc District) fell into a car parked on the side of the road and was cut in the eye by a sharp edge, and had to be taken to the medical station for stitches. Although fortunately his life was not in danger, the incident is a warning that: just one minute of carelessness, an accident can happen at any time.
Summer is the time for students to rest and play, but it also has many potential risks, especially when they are not regularly supervised by adults. Ms. Ma Thi May, Vinh Trai ward, Lang Son city shared: My family has two girls in primary school. Every summer, I let them play at home by themselves. To limit accidents, I always remind them to stay away from the kitchen area, electrical outlets, put away sharp objects, and install cameras for easy monitoring and reminders.
It is a proactive approach, but in reality not every family has the conditions to supervise their children all day.
Students, especially preschool and primary school students, are often hyperactive, curious and like to explore their surroundings but do not have enough awareness to avoid risks. Meanwhile, parents still have to go to work and produce, so it is difficult to avoid being negligent. Therefore, summer is also the time when many accidents and injuries occur such as: falls due to climbing, animal bites, insect bites, electric shock, burns, traffic accidents, etc. With a terrain of many rivers, streams, ponds and lakes like in Lang Son, children often go to streams and ponds to bathe without adults, the risks are even greater. From 2024 to now, there have been 9 drowning incidents in the whole province. This is an alarming situation, especially when the long summer vacation is approaching and children lack regular supervision from their families.
Faced with this situation, the Department of Education and Training has been implementing many synchronous solutions. Mr. Be Doan Trong, Deputy Head of the Department of Vocational Education - Continuing Education, Department of Education and Training said: Right from the beginning of the school year, the department has advised the department's leaders to issue a document guiding the implementation of Decision 4501/QD-BGDDT in 2021 of the Ministry of Education and Training on the injury prevention program for the period 2021-2025; implementing Circular No. 45 dated December 31, 2021 of the Ministry of Education and Training regulating the construction of safe schools, preventing injuries in preschools and Circular No. 18 dated October 26, 2023 of the Ministry of Education and Training guiding the construction of safe schools, preventing injuries in general education and continuing education to 100% of schools. At the same time, the Department directed educational institutions to step up propaganda on accident prevention and control among students and parents. Before handing over students for summer vacation, we instructed schools to step up propaganda activities to help students recognize risks, instruct on accident prevention and control skills as well as how to handle accidents when they occur.
In order to implement that direction, schools have enhanced education on skills to prevent injuries and drowning; encouraged families to regularly care for and supervise children, especially during summer vacation and the rainy and stormy season. Students are also disseminated knowledge and skills to prevent injuries and drowning. Schools regularly check and review facilities such as learning equipment, playgrounds, fences, railings, ensuring the criteria for safe schools. In addition, schools coordinate with local authorities, organizations, and people to create healthy playgrounds, check high-risk areas for drowning, and organize timely warnings.
Schools also proactively organize or coordinate to organize swimming classes, instruct on life jacket use, first aid for drowning, escape in water environments, etc. Many units also mobilize social resources to reduce swimming tuition costs. In the summer of 2024, the whole province organized 86 swimming classes, attracting nearly 9,600 students to participate, thereby demonstrating effectiveness and positive spread.
Along with that, many schools also organized training sessions and real-life situation drills. In May 2025, the Provincial Boarding Ethnic High School, Chu Van An High School for the Gifted, Vinh Trai Primary School, Cao Loc High School... coordinated with units such as the Provincial Police Youth Union, the Fire Prevention and Rescue Police Department, and the Provincial Police Infirmary to organize training for thousands of students. During the training sessions and drills, students learned how to recognize the risk of drowning, give first aid to victims, use life jackets, and practice rescue. These programs not only improve life skills but also help students form a sense of proactive self-protection.
Nguyen Ba Ngoc Primary School, Gia Cat Commune, Cao Loc District, in May 2025 organized extracurricular activities on accident and injury prevention and drowning for all students. Ms. Nong Thi Bich Phuong, Principal of Nguyen Ba Ngoc Primary School, said: The Board of Directors has directed teachers to integrate accident and injury prevention content into lessons; organize for students to watch instructional videos and send documents via zalo groups to parents to coordinate in managing and caring for students during the summer.
Creating playgrounds for children during the summer is also of interest to authorities at all levels and mass organizations. The People's Committees of some districts in the province have directed the opening of free swimming classes for children; organized inspections and placed warning signs at potential risk areas. Youth Unions and associations at all levels also have many activities to accompany children during the summer.
Mr. Doan Thanh Cong, Deputy Secretary in charge of the Provincial Youth Union, said: In the 2025 Summer Youth Volunteer Campaign, one of the contents that the Provincial Youth Union pays special attention to is preventing accidents and injuries for children. We have assigned the target that each district and city Youth Union organize at least 1 free swimming class or 1 training class on drowning prevention skills for children. Currently, Youth Union chapters at all levels have built and maintained safe public playgrounds in communes and towns across the province. Along with that, there are many practical activities such as: teaching swimming, instructing accident and injury prevention skills, organizing sports competitions, performing arts, folk games, etc. Thereby, creating a healthy summer living environment, helping children play safely, practice life skills, and minimize the risk of accidents in conditions without adult supervision.
The 2025 summer vacation is approaching, besides the efforts from all levels and sectors, the most important thing is the cooperation of families and communities, those who are close to and attached to children every day. Without close supervision from family members, child protection will not be fully effective. Each parent needs to be aware of their role and responsibility in monitoring, reminding and equipping their children with the necessary situation handling skills.
