Proposal to reduce more than 139 billion VND of ODA capital planned for 2023

In order to effectively implement the 2023 public investment plan and increase the disbursement rate in the coming time, the Provincial People's Committee has proposed that the Ministry of Planning and Investment and the Ministry of Finance consider and report to the Prime Minister to adjust and reduce the province's foreign capital (ODA) plan for 2023.

Specifically: The total ODA capital planned for 2023 that the province proposed to adjust down is more than 139 billion VND/4 projects. The total remaining ODA capital after adjustment is nearly 64.6 billion VND/4 projects.

ODA projects proposed to have their capital reduced include: Dam repair and safety improvement project (WB8) (proposed to reduce more than 34.5 billion VND); Border area development support project - Dak Lak province sub-project (proposed to reduce 45 billion VND); Sub-project to upgrade and build irrigation systems to serve irrigation for dry crops in Dak Lak province under the Project to improve water use efficiency for drought-affected provinces - WEIDAP/ADB8 (proposed to reduce nearly 36.6 billion VND); Project to enhance resilience of small-scale agriculture to water security due to climate change in the Central Highlands and South Central Coast (SACCR) in Dak Lak province (proposed to reduce more than 23.2 billion VND).

Buon Triet Lake (Lak district) belongs to the Dam Repair and Safety Improvement Project (WB8).

It is known that, based on Decision No. 1513/QD-TTg, dated December 3, 2022 of the Prime Minister, Dak Lak province has assigned detailed ODA capital plans for 2023 to implementing units with a capital of 204 billion VND/4 projects. By the end of July 19, 2023, nearly 20 billion VND/204 billion VND (equal to 9.8% of the plan) had been disbursed, the undisbursed capital was 184 billion VND.

It is expected that by January 31, 2024, the units will not be able to disburse all the assigned plans, including a number of reasons, such as: the project has reduced some volumes that have not been implemented; the project will not be allowed by the Prime Minister until April 27, 2023 to use surplus capital to invest in some additional items, so the investor is in the process of completing procedures as a basis for implementation according to regulations; the project must adjust the investment policy before implementation.
