Proposal to add happiness index, national competitiveness and breakthrough new economic model

Comrade Tran Quang Hung, Deputy Secretary of the Hanoi Youth Union, shared that the report evaluating the 5-year implementation of the 13th National Congress Resolution and the 40-year renovation journey has proven the Party's correct leadership.

The country has achieved many great and comprehensive achievements, notably economic development, improving people's lives, strengthening social security, enhancing national defense and security potential, expanding foreign relations and international integration.

In particular, the work of Party building, rectification and reform of the political system's organizational apparatus has had unprecedented breakthroughs, reflecting the determination for strong, fundamental, comprehensive and historically significant innovation...

“The Hanoi Youth Union recommends that the document supplement more specific data on labor productivity, total social investment capital and environmental indicators. At the same time, it is necessary to emphasize the increasingly important role of the digital economy, green economy, circular economy and innovation, which are key driving forces that are decisive for the country's rapid and sustainable growth in the future,” Mr. Tran Quang Hung proposed.

In terms of guiding viewpoints and development goals in the new period, the Capital Youth fully agrees with the five guiding viewpoints stated in the draft document, which are the compass for the cause of building and defending the Fatherland. The viewpoints clearly demonstrate the steadfast spirit of Marxism-Leninism and Ho Chi Minh Thought, strongly arousing the tradition of patriotism, solidarity, self-reliance and aspiration of the nation. Along with that is the requirement to synchronously perfect the institution for rapid and sustainable development; breakthroughs in science, technology, digital transformation and innovation; attracting and using talents; building a clean and strong Party and political system in all aspects.

Regarding the development goals to 2030 and the vision to 2045, they are clearly defined, completely consistent with practical requirements, demonstrating proactive, steady steps and strategic vision of the country under the wise leadership of the Party. In order for these goals to have a more comprehensive basis for assessment, the Hanoi Youth Union proposed to consider and quantify more specifically a number of social indicators such as: Adding indicators on happiness index; national competitiveness. In addition, it is proposed to add a separate indicator on Party building work in the system of development indicators to create a basis for a more comprehensive, in-depth and scientific assessment of the country's overall development process.

Regarding development orientation, tasks and solutions, the draft has fully covered 12 orientations, 6 key tasks and 3 strategic breakthroughs. In order for the contents to be more strongly implemented in practice, the Hanoi Youth Union proposed that the document continue to emphasize more on action-oriented and breakthrough solutions. These include strongly promoting new economic models (such as digital economy, green economy, circular economy); fundamentally and comprehensively innovating education and training associated with production practices; developing culture and building Vietnamese people in the new era with a spirit of aspiration, creativity and national pride and self-respect; planning for sustainable, ecological and smart development; further promoting digital transformation in the entire political system and strengthening the potential to ensure both traditional and non-traditional security.

In particular, regarding the work of Party building, the youth of the Capital proposed research to emphasize the need to continue to attach importance to the work of cadres, promote the role of setting examples, persistently prevent and combat corruption, negativity and waste; innovate leadership and governance methods and enhance the Party's fighting strength; at the same time, it is necessary to deeply concretize the viewpoint "People are the root" in all policies and actions, maximize the role of the people as the subject and the strength of great national unity in the cause of building and defending the Fatherland.

Regarding the draft report summarizing a number of theoretical and practical issues on the work of renovation in the direction of socialism in the past 40 years in Vietnam, the draft report has summarized the great and comprehensive achievements of the renovation process, especially in the work of Party building and perfecting the theoretical system on the path to socialism in Vietnam. These achievements are a solid foundation to strengthen the belief and arouse the desire for development in each cadre, party member and especially in union members and youth.

“With the sense of responsibility of the young generation, the City Youth Union proposes that the report should analyze more deeply and frankly a number of theoretical and practical issues in order to perfect the guidelines in the new period. In particular, it is necessary to clarify and delve into the subjective causes leading to the degradation of political ideology, ethics, lifestyle, and the manifestations of 'self-evolution' and 'self-transformation' in a number of cadres and party members. From there, the report needs to propose stronger and more radical solutions to overcome and rectify, especially in the work of preventing corruption and negativity.

In addition, the report needs to have breakthrough and drastic directions and solutions for cultural revival, building Vietnamese people to develop comprehensively, a task of strategic significance for the future of the nation. In addition, to keep up with the trend of the times, it is necessary to further promote research and development of theories on digital governance and digital society, associated with innovation and application of technology to not only improve the effectiveness and efficiency of state management but also expand multi-dimensional channels, listen to and absorb people's opinions and aspirations in the most timely and transparent manner, thereby serving the people in the most practical way", Mr. Tran Quang Hung commented.

The country is entering a new era of development with many intertwined opportunities and challenges. Along with the youth of the whole country, the youth of the capital are more aware than ever of their responsibilities and missions in the country's development.
