
On the afternoon of September 16, comrade Nguyen Khac Toan, Vice Chairman of the City People's Council, Head of Supervisory Delegation No. 2 chaired the specialized supervisory delegation of the City People's Council on the implementation of legal regulations in state management of drainage and urban wastewater treatment in Le Chan ward.

Through surveying the current situation and listening to reports from sectors and localities, Vice Chairman of the City People's Council Nguyen Khac Toan acknowledged the efforts of Le Chan ward in ensuring environmental sanitation, overcoming flooding and treating urban wastewater. He requested the local government to continue promoting propaganda to raise people's awareness and actions in protecting drainage infrastructure; mobilizing investment in improving drainage system facilities from many sources; actively coordinating with departments and sectors in promptly resolving arising problems.
In particular, he noted that Le Chan ward should soon study and propose a drainage basin plan in the area to be included in the city's overall planning to ensure consistency and unity. The delegation shared the difficulties and accepted the locality's proposals and recommendations on the urgent need to invest in synchronous renovation and improvement of the quality of drainage infrastructure and wastewater treatment; will synthesize a report for the city to consider and have a direction for handling and resolving in the coming time.

Le Chan is a core urban ward, with rapid urbanization and the largest population in the city. However, the drainage infrastructure in the area has not developed in time with the urbanization rate. Currently, the drainage system can only handle rains under 50 mm when there is no high tide; it drains both rainwater and wastewater.
Most of the routes are invested in a patchwork and unsynchronized manner, some routes are showing signs of deterioration due to long-standing construction. In the ward, there are still some flooded areas such as: To Hieu Street, Chua Hang Street, Dinh Dong roundabout, Mai Garden canal section and residential group No. 22 Du Hang Kenh area adjacent to Du Hang Lake.
Since 2021, Vinh Niem Wastewater Treatment Plant with a design capacity of 36,000 m3 /day and night has been built and put into operation to collect and treat over 50% of the wastewater generated in Le Chan area. The remaining wastewater is temporarily collected to Ba Tong sewer and pumped directly into Lach Tray river.

At the working program, Le Chan ward proposed that the city direct relevant sectors and units to increase the frequency of dredging the main drainage system and alleys; promptly handle collapsed sewers and damaged sewers in the area.
The ward proposed that the city pay attention to investing in renovating, upgrading and replacing the degraded drainage system in some old, densely populated urban areas; speed up the implementation of phase 2 of Vinh Niem Wastewater Treatment Plant, to increase the rate of wastewater collection and treatment in the ward; invest in solidifying the drainage system from the beginning of the ditch on Thich Tri Hai Street to Mieu Hai Xa Street and from the section from Vuon Mai ditch (open ditch) to lane 440 of Hang market to ensure environmental sanitation...
