Proposal to maintain canteen and parking lot for students

On August 1st, the Ho Chi Minh City Department of Education and Training sent a document to the Standing Committee of the City People's Council and the Standing Committee of the City People's Committee, proposing solutions to difficulties in developing plans for using public assets for leasing and partnerships at public educational institutions.

According to the Department of Education and Training, providing services such as canteens and parking lots is an urgent need for students to ensure food safety and hygiene, as well as maintain security and order around the school gates. However, many schools no longer maintain canteens and parking lots for students, causing difficulties for both the schools and society.

The Department of Education and Training stated that there is a need to address the issues faced by schools in approving public asset utilization plans to ensure stable and smooth educational activities. Furthermore, approving public asset utilization plans helps prevent the waste of public assets in public schools, provides schools with additional revenue for reinvestment in education, generates more welfare funds for staff, and increases tax revenue for the state budget.

To address these difficulties, the Ho Chi Minh City Department of Education and Training has submitted proposals and recommendations to relevant departments and the City. Specifically, regarding the Department of Finance, according to the guidance from the Ministry of Finance, there are currently no specific regulations or guidelines on how to organize and implement auxiliary activities (canteens, parking lots, etc.). As a result , some units have proactively organized these activities, but without achieving feasible results. The Department of Education and Training requests that the Department of Finance clarify this matter and provide specific guidance so that units have a basis for implementation.

In cases where educational institutions organize canteens and parking lots but lack the necessary human resources, expertise, and experience to manage these activities, it is recommended that these institutions be allowed to hire an operating unit in accordance with the law on auctioning. However, the hiring of an operating unit for public assets requires specific guidance from the Department of Finance to provide a basis for implementation.

The Department of Education and Training has proposed that the Ho Chi Minh City People's Committee approve the policy allowing public educational institutions (including preschools, primary schools, secondary schools, high schools, and other public educational institutions in the city) to continue maintaining parking facilities, canteens, swimming pools, gymnasiums, sports fields, and classrooms to serve the learning and training needs of teachers and students during and outside school hours from the 2024-2025 school year. This aims to avoid wasting existing facilities and to provide funds for regular maintenance and upkeep of school facilities. However, educational institutions must conduct public and transparent auctions, ensure fire safety, food safety and hygiene, and fulfill their financial obligations according to current regulations.
