Proposing special regulations for Thieng Lieng hamlet officials to go to meetings by boat

Every time they cross the river to the commune center, non-professional cadres in Thieng Lieng hamlet (Thanh An commune) have to rent a boat for 300,000 VND for two trips, requiring a special support policy for this isolated island area.

On the morning of October 24, Vice Chairman of the Ho Chi Minh City People's Council Nguyen Truong Nhat Phuong led a delegation to survey and work in the communes of Can Gio, Binh Khanh, An Thoi Dong and Thanh An on the implementation of regimes and policies in the legal field.

Adjusting the allowance level for non-professional workers in neighborhoods and hamlets

At the working session, the People's Committee of Binh Khanh commune said that the implementation of regimes and policies for non-professional workers at the commune, ward, hamlet and self-managed residential group levels is currently being applied according to Resolution 02/2024 of the Ho Chi Minh City People's Council.

Resolution 02 clearly stipulates the positions, allowances and operating costs for each group of subjects. Thanks to this, the locality has more advantages in arranging, encouraging and retaining competent and prestigious people to participate in work in the neighborhood and hamlet. This force is the "extended arm" of the government, contributing effectively to the work of mass mobilization, propaganda, maintaining security and order and consolidating the great solidarity bloc at the grassroots level.

However, the current level of support is still a major concern. According to regulations, those directly working in hamlets receive 0.3 times the basic salary/month (equivalent to 702,000 VND), which is not enough to ensure a living and difficult to encourage long-term commitment.

One of the most prominent difficulties is the calculation of allowances for non-professional workers when they leave their jobs. According to Decree 154/2025, the payment level is based on the allowance of the month immediately before the leave, while in reality, the person who is working can receive a higher level (1.86 - 2.67 times the basic salary). This makes the payment regime lower than the general level.

The People's Committee of Binh Khanh Commune proposed that the People's Council of Ho Chi Minh City consider adding additional support for part-time workers in communes, neighborhoods, and hamlets when they retire due to organizational restructuring. Adjust the number and level of monthly allowances for part-time workers in neighborhoods and hamlets to ensure they are commensurate with the workload and real life.

The "multi-tasking"

An Thoi Dong and Can Gio communes also face some difficulties similar to Binh Khanh in terms of support for those directly involved in hamlet work. In addition, the management of construction and urban order in An Thoi Dong commune is also facing considerable pressure.

After the reorganization, the workload increased, while the commune has a large area and limited human resources, forcing civil servants to hold multiple positions, including being in charge of construction order, performing professional tasks, and participating in inspection and supervision. This "multi-tasking" slows down work progress and affects management efficiency.

The People's Committee of An Thoi Dong commune proposed that the People's Council of Ho Chi Minh City request the Department of Construction of Ho Chi Minh City to increase the specialized force in managing construction and urban order for the commune, to ensure meeting management requirements in the current period.

In addition, the commune People's Committee headquarters has seriously degraded: the yard is often flooded, the drainage system is damaged, the office and meeting room area is narrow, not meeting the needs of public service. The commune recommends that the city soon approve the investment policy for the project to upgrade and renovate the An Thoi Dong commune People's Committee headquarters, creating better working conditions for the staff and civil servants.

For Thanh An island commune, the process of implementing policies and regimes for non-professional workers at the commune, ward, hamlet, people's group, and self-managed residential group levels also faces many difficulties due to its specific characteristics.

Thanh An commune has 3 hamlets: Thanh Hoa, Thanh Binh and Thieng Lieng, with a total of 5 cadres including Party cell secretary and hamlet chief. In Thieng Lieng hamlet, the Party cell secretary also holds the position of hamlet chief to suit the reality.

Notably, Thieng Lieng hamlet has a population of less than 350 households, but the area is isolated, located between rivers and mangrove forests. The only means of transportation to the commune center or other hamlets is by boat, with a cost of about 300,000 VND for two trips. Therefore, non-professional workers here face many obstacles when participating in meetings, conferences or activities organized by the commune. High travel costs increase the burden on individuals and affect work efficiency.

Thanh An Commune proposed that the City People's Council consider special regulations for Thieng Lieng Hamlet, allowing the application of operating expenses equivalent to those of hamlets with a population of 350 households or more. This proposal aims to ensure fairness, accurately reflect the specific geographical conditions of the island commune, and at the same time create conditions for the team of cadres and non-professional workers to work with peace of mind and promote effectiveness in practice.

Vice Chairman of the HCMC People's Council Nguyen Truong Nhat Phuong acknowledged the frankness and responsibility of local leaders, along with the uncles, aunts, brothers and sisters in the hamlets who attended and shared a lot of practical information. The contents, recommendations and problems raised will be compiled and sent to specialized agencies for consideration and resolution. For clear contents, localities can proactively implement; for remaining issues, the survey team will continue to work and report to competent authorities.

The Vice Chairman of the City People's Council also noted that localities need to take advantage of reviewing and proposing medium-term public investment plans, including infrastructure for headquarters and public works. When switching to a two-level local government model, the synthesis and investment proposals must be carefully calculated, choosing the right focus and key points so that the City can allocate resources appropriately.

Regarding Thanh An commune, he shared that the locality still has many difficulties, but it has to shoulder a larger workload, and requested the Department of Home Affairs to take note and report to the City leaders to pay attention to investing and providing more support to improve people's lives and working conditions for grassroots officials.
