Proposal to reward projects that finish early and save budget

The Prime Minister requested the Ministry of Finance to preside over, together with the Ministry of Construction and relevant ministries and branches, review and evaluate proposals to reward projects that are completed early, save budget and put into effective operation.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 224/CD-TTg dated November 20, 2025 requesting relevant agencies and units to urgently prepare to organize inauguration and groundbreaking ceremonies for large-scale and meaningful projects and works to welcome the 14th National Congress of the Party.

Inauguration and groundbreaking ceremonies of works and projects in all three regions of the North - Central - South to celebrate the 50th anniversary of the liberation of the South and national reunification (April 30, 2025) and works and projects to celebrate the 80th anniversary of the successful August Revolution and National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

This is an important political event, thereby summarizing the 5-year journey (2021-2025) of implementing the strategic breakthrough in developing synchronous and modern infrastructure according to the Resolution of the 13th Party Congress, affirming the socio-economic achievements that have been achieved and creating new momentum and motivation for the next development stage - marking an important political milestone of the country, welcoming the 14th National Congress of the Party.

According to the report of the Ministry of Construction , by November 19, 2025, 15 ministries, branches, 25 localities, 13 corporations and general companies had submitted registrations for projects and works to be inaugurated and commenced with a total of 198 projects and works (of which 73 projects were inaugurated and 125 projects commenced) with a total investment capital of about 980,000 billion VND.

However, currently, there are still 3 ministries, agencies (Ministry of Education and Training, Ministry of Foreign Affairs, State Bank of Vietnam) and 9 localities (Tuyen Quang, Cao Bang, Dien Bien, Phu Tho, Hung Yen, Khanh Hoa, Lam Dong, Tay Ninh, An Giang) that have not submitted reports. At the same time, through the review of the Ministry of Construction, a number of works and projects with plans to be inaugurated and commenced on December 19, 2025 have not been reviewed and reported by localities; a number of ministries, branches and localities have submitted reports but have not registered the projects.

Long Thanh Airport is nearing the milestone of basic completion before December 19, expected to welcome its first flight.

From now until December 19, 2025, there is only 1 month left, a very urgent time. To ensure the best preparation for this important event, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Groups, Corporations, and related units to continue to enhance their sense of responsibility and urgently direct agencies, units, Project Management Boards, and contractors to make more efforts, be more determined, "more speedy and bold" in implementing tasks; Call on all cadres, civil servants and workers to promote the spirit of "overcoming the sun, overcoming the rain, not losing to storms", working "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "working during the day, working at night, working extra on holidays", "working through holidays, Tet holidays"... to complete projects and works to ensure sufficient conditions for inauguration and commencement in accordance with the direction of the Prime Minister in Official Dispatch No. 158/CD-TTg dated September 4, 2025; send a report to the Ministry of Construction no later than December 10, 2025, including: statistics and reporting of full information on works and projects: name, type, scale, level of work, state budget capital, FDI capital, private capital..., total investment capital, affirming sufficient conditions for inauguration and commencement,...

The Prime Minister requested the Ministry of Construction to continue to promote its role as the Standing agency in charge, coordinate with the Government Office, the Ministry of Finance, relevant ministries and local branches to review the list of projects and works to ensure conditions for organizing inaugurations, groundbreakings, etc.; coordinate with Vietnam Television, the Military Industry-Telecoms Group, the Vietnam Posts and Telecommunications Group, and the Government Office to develop programs, scenarios, and plans for online connection to bridge points (selecting central bridge points, main bridge points, etc.); develop central reports, speeches of the Prime Minister, and report to the Prime Minister before December 13, 2025.

The Ministry of Construction urgently implements the direction of the Prime Minister, Head of the State Steering Committee for important national works and projects, key to the transport sector (Notice No. 627/TB-VPCP dated November 18, 2025), proactively coordinates with the Ministry of Home Affairs to advise the Government and the Prime Minister to consider appropriate rewards (Medals, certificates of merit of the Prime Minister, etc.) for members of the Steering Committee as well as relevant collectives and individuals who have actively and made efforts to carry out assigned tasks according to regulations in addition to the achievements of other emulation movements.

The Prime Minister requested the Ministry of Finance to preside over, together with the Ministry of Construction and relevant ministries and branches, review and evaluate proposals for rewards for projects that are completed early, save budget and put into effective operation according to the provisions of law and the Government, to be completed before December 15, 2025.

The Minister of Home Affairs directed to preside over and coordinate with the Ministry of Construction, the Government Office, relevant ministries, branches and localities to urgently guide, review and promptly reward organizations and individuals with high achievements in the emulation movements: "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; the peak emulation "500 days and nights of emulation to complete 3,000 km of expressways" and reward members of the State Steering Committee for important national works and projects, key projects of the transport sector and agencies advising and assisting the Steering Committee; to be completed before December 10, 2025.
