To ensure good rights and benefits, and create a relationship between employers and employees, every year, the Trade Union Executive Board coordinates with the Company's Board of Directors to successfully organize the Labor Conference and the Dialogue Conference between the Company's Board of Directors and the collective representative of the employees. Since then, it has contributed to stabilizing labor relations. Since its establishment, there have been no labor disputes at the company.
Looking more broadly, on average, every year 100% of administrative agencies and public service units in Hanoi organize conferences for cadres, civil servants and public employees; 74.2% of enterprises organize conferences for workers. 82.5% of units and enterprises have built grassroots democracy regulations; 97.09% of units elect People's Inspectorate.
Every year, the City Labor Federation coordinates with the Hanoi People's Committee to organize a meeting and dialogue between the Chairman of the City People's Committee and workers and laborers. Over the past 3 years, the direct superior trade union at the grassroots level has coordinated with the authorities at the same level to organize 142 dialogues with workers. 73.48% of grassroots trade unions have coordinated with employers to organize dialogues between the union - employer - employee to promptly resolve recommendations and proposals from union members and employees.
The Hanoi City Labor Federation assessed that businesses are increasingly interested in dialogue activities, especially dialogue on cases when building salary scales, payrolls, internal rules, regulations, labor plans, retraining plans and arising issues related to employees.
However, periodic dialogue activities in enterprises with few employees (under 50 employees) are sometimes formal or combined with meetings with other content. The dialogue content is not diverse, and employees are not much interested in the content that needs dialogue.
The negotiation and signing of collective labor agreements in recent years has been improved in both quantity and quality. The number of collective labor agreements that copy the law has decreased significantly. Instead, there are provisions that are more favorable to employees in terms of wages, bonuses, working hours, and working conditions. The inspection and supervision of implementation are also of interest to the Trade Unions at all levels, ensuring that the agreements are seriously implemented after signing.
At the meeting, delegates discussed the advantages and difficulties in the process of operation. From the practical implementation of activities, Hanoi Trade Union made many recommendations to the Vietnam General Confederation of Labor such as: Proposing the National Assembly to study and promulgate the Labor Procedure Law to resolve disputes arising in labor relations; The Government should soon develop and promulgate legal documents to specify the implementation of Resolution No. 02-NQ/TU dated June 12, 2021 of the Politburo on "On innovation of organization and operation of Vietnam Trade Union in the new situation";
Propose that the State Inspectorate and the Ministry of Home Affairs strengthen inspection, examination and supervision of compliance with labor and trade union laws; have stronger sanctions to handle employers when there are violations in the enforcement of labor and trade union laws.
The Vietnam General Confederation of Labor continues to closely coordinate with local Party committees in allocating quotas for full-time union officials, ensuring sufficient numbers, thereby creating a basis for improving the quality of union activities in the context of increasing numbers of union members, workers and enterprises. At the same time, the Vietnam General Confederation of Labor focuses on innovating the content and methods of operation to attract a large number of workers to join the union; researching and proposing optimal and breakthrough solutions to further improve the effectiveness of union work, building a sustainable union, contributing to promoting socio-economic development.
