Dien Bien directed to remove "obstacles" in the land management project of the Nam Rom river basin multi-disaster

Although the progress has been accelerated, compared to the completion date of December 31, 2025, at this time, the Nam Rom River Basin Multi-Disaster Management project in Dien Bien province is still behind schedule.

Specifically, the project has received clean land from 383/514 households whose land must be recovered, with a total area of ​​72.6ha/93.7ha (reaching 77.5% of the total area required to implement the project).

Regarding construction progress, 7/7 packages are currently being implemented, with a total construction value estimated at 305/595 billion VND (51.3% of the contract value). Compared to the project completion deadline (December 31, 2025), the project progress is currently behind the approved time.

Regarding the reason for the delay, Mr. Nguyen Huu Hiep, Director of the Project Management Board of Agricultural Works and Rural Development of Dien Bien Province, said: The most difficult thing is the site clearance because the origin of the land has not been clearly determined; the support levels have not been applied; many households have not agreed on the compensation plan, have not received support money for trees and assets on the land. Therefore, the site handed over to the contractor is not contiguous, but fragmented.

Proposing solutions to remove difficulties and obstacles in compensation and site clearance, the leader of the Project Management Board of Agricultural and Rural Development Works of Dien Bien province said that the most important thing at this time is for the authorities of communes and wards with land in the project area to focus on determining the origin of the land by assigning responsibility to each individual and specific unit; at the same time, they must proactively research and advise on proposing other support policies for affected people.

Regarding the investor's responsibility, the Project Management Board of Agricultural and Rural Development Works of Dien Bien province committed to requiring construction units to concentrate highly on human resources and construction machinery and to register construction progress charts on a daily and weekly basis.

Directly inspecting the project site, Secretary of Dien Bien Provincial Party Committee Tran Tien Dung requested relevant units to make efforts to remove difficulties, speed up progress and be determined to complete the project before December 31, 2025.

Proposing that the Fatherland Front and organizations must take part in propaganda and mobilization with bolder actions to clearly demonstrate their role and effectiveness in the government's mass mobilization work in a more flexible and creative way to remove obstacles for the project's site clearance work, comrade Tran Tien Dung also requested the Provincial Party Committee's Internal Affairs Committee and the Provincial Party Committee's Inspection Committee to closely monitor this project and a number of other works and projects that are currently behind schedule to clarify the causes and responsibilities.

According to Decision 170/QD-TTg dated February 4, 2021, the Prime Minister approved the investment policy of the Nam Rom River Basin Multi-Disaster Management Project with a total investment of more than VND 981 billion. The project includes the following items: building 14.7km of new embankments on both sides of the Nam Rom River; dredging and expanding some river sections; building 2 dams. When completed, the project will contribute to minimizing damage caused by natural disasters and protecting the safety of 40,000 households in the center of Dien Bien Phu city, Dien Bien district (old).

The project carries out land clearance work in Dien Bien Phu ward, Muong Thanh ward; Thanh Nua commune, Thanh Yen commune (Thanh Nua commune has completed compensation and land clearance work). The total area of ​​land to be recovered for the entire project is 93.7 hectares of 514 households, organizations and individuals.

As of March 2025, the overall construction progress of the project has only reached 34.3%.
