Further strengthening the special friendship and solidarity between Vietnam and Cuba

On the evening of October 24, at the headquarters of the Ministry of Justice, Minister of Justice Nguyen Hai Ninh received Cuban Minister of Justice Oscar Manuel Silvera Martinez on the occasion of the delegation attending the signing ceremony of the Hanoi Convention.

2025 is the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba (December 2, 1960 - December 2, 2025) and is also the "Vietnam-Cuba Friendship Year".

Minister Nguyen Hai Ninh emphasized that in the history of the contemporary world , there has rarely been a relationship as special as the relationship between the two Parties, two States and peoples of Vietnam and Cuba. This good relationship has been cultivated by the revolutionary leaders José Martí, Fidel Castro and President Ho Chi Minh, as well as generations of Cuban and Vietnamese leaders. Vietnam will forever remember with deep gratitude the strong support and wholehearted assistance that the Communist Party and people of Cuba have given to the Vietnamese people in the past struggle for national independence, as well as in the cause of building and defending the Fatherland today.

Warmly congratulating the achievements that the Cuban people have made in recent times under the leadership of the Communist Party of Cuba, and reaffirming Vietnam's consistent stance in strongly supporting the Resolutions of the United Nations General Assembly requesting the US to end its blockade and economic-financial embargo against Cuba, Minister Nguyen Hai Ninh affirmed that despite many changes in the world, the friendship and solidarity between Vietnam and Cuba remains unchanged and is increasingly strengthened and consolidated.

Recalling the good results of the visit to Cuba in August 2025 of the Ministry of Justice delegation, Minister Nguyen Hai Ninh was pleased that the two sides signed an Agreement on implementing the Technical Assistance Project for the Cuban Ministry of Justice on enhancing capacity for law making and enforcement.

The Ministry of Justice is currently carrying out internal procedures so that the Vietnamese side is expected to complete the procedures to approve the Agreement by November 2025. The Minister respectfully requests the Cuban Ministry of Justice to speed up the implementation of the necessary internal procedures to soon implement the Technical Assistance Project for the Cuban Ministry of Justice.

Cuban Minister of Justice Oscar Manuel Silvera Martinez thanked the leaders of the Ministry of Justice, the officials of the Ministry and the justice sector for their affection for him and the working delegation; at the same time, emphasized and promoted the special solidarity and friendship between the Party, State and people of the two brotherly countries of Vietnam and Cuba.
