Dien Bien advances 100 billion VND to serve the construction of Si Pa Phin Inter-level School

Proactively removing capital difficulties for the construction of Si Pa Phin Inter-level School, Chairman of Dien Bien Provincial People's Committee Le Van Luong has just signed a decision to advance 100 billion VND.

Specifically, Decision 2740/QD-UBND dated December 2, 2025 clearly states: Advance the next year's budget estimate to the Land Fund Management and Development Board of Region 5 to implement the investment project to build Si Pa Phin Inter-level School, Dien Bien province with a total cost of 100 billion VND.

Also in Decision 2740, the Chairman of the People's Committee of Dien Bien province assigned the Director of the Department of Finance to be responsible for balancing the budget from the following year's project to grant 100 billion VND to the Land Fund Management and Development Board of Region 5 for implementation.

The Director of the State Treasury of Region X is responsible for controlling records, disbursing and paying advance capital to the Land Fund Management and Development Board of Region 5 to ensure proper procedures and order according to current regulations of law...

Previously, as reported by Nhan Dan Electronic Newspaper, Si Pa Phin Inter-level School (built in Si Pa Phin border commune, Dien Bien province) is the first project to be implemented according to the Politburo 's policy on investing in the construction of 248 inter-level primary and secondary boarding schools in land border communes; the school was honored to welcome General Secretary To Lam to attend and witness the groundbreaking ceremony (July 27, 2025).

The school has a total investment of 228 billion VND (of which 220 billion VND is supported by Hanoi City; 8 billion VND is local capital), meeting the needs of food, accommodation, study and training for more than 1,000 students of ethnic minorities and those in difficult circumstances at the Vietnam-Laos border.

Every day, nearly 500 workers and engineers work in 3 shifts to meet the construction progress of Si Pa Phin Inter-level School.

With efforts to implement the project, after exactly 3 months of implementation, the contractor has completed enough volume to repay the advance payment (100 billion VND). Along with that, the contractor has committed that if sufficient capital is allocated, it is expected that by December 20, 2025, it will complete 100% of the volume according to the signed contract. Therefore, allocating enough remaining capital for the project is very urgent to ensure project progress.

To proactively resolve the capital difficulties for the project (while waiting for Hanoi City to transfer the source as committed to support), the Land Fund Management and Development Board of Region 5 has proposed the Department of Finance and the Provincial People's Committee to consider providing capital for the construction of the project.

Thus, the Decision to advance 100 billion VND from next year's budget estimate of Dien Bien province has resolved difficulties for investors and contractors, helping them to concentrate maximum means and human resources to construct the project on schedule and with quality; ensuring the completion of the project on the occasion of the 14th National Congress of the Party.
