On May 29, 2008, the 12th National Assembly issued Resolution No. 15/2008/NQ-QH12 on adjusting the administrative boundaries of Hanoi city and a number of related provinces.
At the time of merger (August 2008), Hanoi capital had an area of 3,328.89 km2 with a population of 6.2 million people, including 29 districts, towns and 577 communes, wards and towns.
After 15 years of development (from 2008 - 2023), the population to date (estimated by June 2023) is 8.56 million people (1.37 times higher than the time of merger), with 30 districts, towns and 579 communes, wards and towns.
Maintain the leading position in economic development
After 15 years of implementing Resolution No. 15, Hanoi has achieved many outstanding results. In terms of economic development, the capital holds the leading position and is the driving force for the development of the Northern key economic region and plays an increasingly important role in the economy of the whole country.
Gross Regional Domestic Product (GRDP) in the period 2008 - 2010 (according to the unchanged scale) reached 9.68%/year. In the period 2011 - 2022 (according to the adjusted GRDP scale), GRDP increased by an average of 6.67%/year; of which, services increased by 6.77%; industry - construction increased by 8.19%; agriculture increased by 2.87%.
Hanoi always maintains high growth, on average in the period 2011 - 2022, GRDP increased 1.12 times compared to the general growth rate of the whole country.
Productivity, quality, efficiency and competitiveness are improved, labor productivity in 2022 will reach 291.3 million VND/worker (current price), 2.34 times higher than in 2011 (124.5 million VND/worker) and 1.6 times higher than the national average (181.1 million VND/worker); the average growth rate in the period 2012 - 2022 will reach 5.24%.

Tourism is focused on development, gradually becoming a key economic sector, ranked in the top 10 cities with the fastest tourism growth in the world, and ranked 15th in the list of 25 most popular tourist destinations in the world.
The financial and banking services sector has developed healthily. Domestic trade infrastructure has been developed. Payment methods based on modern technology and e-commerce have developed strongly; the city's e-commerce index maintains the second position in the country.
In 2022, the total import and export turnover will be more than 58 billion USD (1.93 times higher than in 2008). Inflation will be well controlled; price management and operation will be effectively implemented according to the market mechanism with State regulation; the consumer price index will decrease from 18% in 2011 to 3.4% in 2022, contributing significantly to stabilizing the country's macro-economic situation.
The industrial sector is actively restructured, increasing the proportion of processing, manufacturing and high-tech development industries. In the period 2011 - 2022, industry and construction increased by an average of 8.19%/year (higher than the general average of 6.67%).
State budget revenue from 2008 to present has been completed and exceeded the revenue estimate assigned by the Central Government. In the period of 2008 - 2022, the total social development investment capital mobilized in the capital city is nearly 4.04 million billion VND, an annual increase of 11.04%.
The city has implemented many solutions, attracting over 4,500 new FDI projects with a total registered investment capital of over 33 billion USD; FDI enterprises have contributed over 10% of the budget revenue, 11% of the number of employees in enterprises, 11% of the total social development investment capital,...

In addition, the construction of new rural areas has achieved important initial results, the appearance of the countryside has changed significantly. Up to now, 15/18 districts and towns have met the new rural standards; 382/382 (100%) communes have met the new rural standards; 111 communes have met the advanced new rural standards and 20 communes have met the model new rural standards.
Regarding cultural and social development, Hanoi is the first locality in the country to complete a general inventory, assessment, classification of relics and protection of intangible cultural heritage with 5,922 relics and 1,793 intangible cultural heritages.
Technical infrastructure is focused on investment and construction, urban management and environmental protection are enhanced. Currently, the City is accelerating the implementation of the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Adjustment of the Capital Construction Master Plan to 2045, with a vision to 2065...
The political situation is stable, security and defense are strengthened. In addition, foreign affairs, development cooperation and international economic integration are expanded. Up to now, Hanoi has friendly and cooperative relations with more than 100 capitals, cities and localities around the world.
In the period 2011 - 2022, Hanoi signed 83 international agreements. Every year, the City leaders met and worked with over 200 delegations and international partners; maintained exchange activities and delegation exchanges at all levels...
Orientation of development of the capital
Regarding the key tasks in the coming years, Hanoi thoroughly grasps, unifies awareness, and innovates thinking to build and develop into a "Green - Civilized - Smart - Modern" Capital.
Create high unity in awareness of the role, position and responsibility of the Capital, the heart of the whole country, the national political and administrative nerve center; a major center of culture, education, science and technology, economy and international transactions of the whole country; the center and driving force for development of the Capital region, the Red River Delta region, the key economic region of the North and the whole country.

Second, build and complete mechanisms and policies to guide the development of the Capital. Closely coordinate with relevant ministries, branches and units to summarize and evaluate the implementation results of the 2012 Capital Law and report to the Central Government for consideration of amendments and supplements to the Capital Law.
Complete the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, and adjust the overall Hanoi Capital Construction Master Plan to 2045 and a vision to 2065.
Third, continue to promote the position as one of the economic locomotives of the country; mobilize all resources, effectively exploit the potential and advantages of culture, science and technology, human resources, land, public assets and other potentials and advantages to develop the economy quickly and sustainably.
Fourth, develop cultural and social careers, education and training, science and technology, health care, ensure social security and welfare.
Focus on training and improving the quality of human resources, especially high-quality human resources; develop strategies and have specific plans to make good use of talents. Strive to complete 100% of schools meeting national standards before 2030, of which about 50% of schools will meet level 2 standards.
Build an advanced and modern healthcare system that by 2030 is on par with and competitive with advanced countries in the region, and in some areas approaches developed countries in the world.
Fifth, complete and effectively implement the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; the Hanoi Capital Construction Master Plan (adjusted) to 2045 and a vision to 2065 after approval.
Strive to complete and put into operation Ring Road 4 and build Ring Road 5 before 2027. Invest in, build and develop urban areas, and complete the capital's development structure model.
Sixth, build a national defense foundation, a national defense posture associated with people's security foundation, people's security posture, and build an increasingly solid city defense area.
Seventh, promote international integration, improve the effectiveness of foreign affairs. Promote the potential and strengths of the thousand-year-old civilized and heroic capital, the titles "City for Peace", "Creative City", so that Hanoi's identity becomes a valuable resource, creating competitive advantages, promoting prosperity, enhancing the prestige and position of the capital .
