On November 17, Buon Kuop Hydropower Company, Dak Lak province issued a document on regulating and releasing water from the Buon Tua Srah, Buon Kuop and Srepok 3 reservoirs during the heavy rain and floods from November 17 to 20.
According to forecast bulletin No. MLDR_13/03h30/DBQG dated November 17 of the National Center for Hydro-Meteorological Forecasting on heavy rain forecast in the area from Ha Tinh to Lam Dong, bulletin No. 22-SRP1/DLĐ-LULU of Lam Dong Provincial Hydro-Meteorological Station, from the night of November 16 and early morning of November 17, Dak Lak and Lam Dong areas will have moderate rain, heavy rain, and locally very heavy rain. The rainfall from 7:00 p.m. on November 16 to 3:00 a.m. on November 17 was over 240mm in some places.
It is forecasted that in the next 24 to 48 hours, the east of Dak Lak province will have heavy rain, locally very heavy rain with common rainfall of 100-300mm, locally over 400mm. The west of Dak Lak province will have moderate rain, heavy rain with common rainfall of 50-100mm, locally very heavy rain over 200mm.
Krong No 3 Hydropower Reservoir located upstream of Buon Tua Srah Hydropower Reservoir began to regulate the spillway at 0:00 on November 17 and discharged the largest amount of about 580.8 m3/s and then gradually decreased. The spillway discharge at 10:00 on November 17 was about 444.3 m3/s, the total downstream flow was about 517.4 m3/s.

With the above weather conditions, the water flow to the Buôn Tua Srah, Buôn Kuốp and Srêpok 3 reservoirs on the Srêpok River will increase rapidly in the coming time. Therefore, there is a possibility of a flood in the reservoir basins in the next 6-12 hours.
With the above forecast, Buon Kuop Hydropower Company forecasts that the water flow to Buon Tua Srah Lake is likely to reach 900-1,000 m3/second, Buon Kuop Lake 1,000-1,100 m3/second, Srepok 3 Lake 1,100-1,300 m3/second or possibly higher.
Based on the current hydrological situation and forecast of rain and flood situation in the coming days, requirements in the inter-reservoir operation process, reservoir operation, Buon Kuop Hydropower Company plans to operate reservoirs in the coming time as follows:
For Buôn Tua Srah reservoir: Increase the spillway discharge so that the total discharge to the downstream is higher than the flow to the reservoir from about 12:30 on November 17, in order to lower the reservoir water level below the highest water level before the flood of 487.345m to create flood prevention capacity. The process of lowering the reservoir water level is carried out slowly to avoid causing strong fluctuations in the water level in the downstream area. Regulate the spillway discharge with a reasonable flow, depending on the actual situation to minimize the impact on the downstream area.
Buon Kuop Hydropower Reservoir: Maintain the reservoir water level not exceeding the normal rising water level; regulate the total discharge flow downstream (including the machine flow and spillway flow) to be balanced with the flow to the reservoir.

For Srepok 3 reservoir: Increase the spillway discharge so that the total discharge to the downstream is higher than the flow to the reservoir from about 12:30 on November 17, in order to lower the reservoir water level below the highest water level before the flood of 271,690 m to create flood prevention capacity. The process of lowering the reservoir water level is carried out slowly to avoid causing strong fluctuations in the water level in the downstream area. Regulate the spillway discharge with a reasonable flow, depending on the actual situation to minimize the impact on the downstream area.
In order to ensure safety for the project and downstream areas, comply with the inter-reservoir operation process and reservoir operation process, Buon Kuop Hydropower Company requests the Civil Defense Command, the Command of Natural Disaster Prevention, Control and Search and Rescue, departments, branches at all levels and local authorities of the two provinces of Dak Lak and Lam Dong to direct and disseminate to people in the downstream areas of Buon Tua Srah, Buon Kuop and Srepok 3 reservoirs about the expected regulation and spillover of Buon Tua Srah, Buon Kuop and Srepok 3 reservoirs in the coming time as above so that they know and proactively prevent, especially moving farming tools and assets to higher areas to ensure safety.
