On November 17th, Buôn Kuốp Hydropower Company in Đắk Lắk province issued a document regarding the regulation and release of water from the Buôn Tua Srah, Buôn Kuốp, and Srêpôk 3 reservoirs during the heavy rain and flooding from November 17th to 20th.

According to weather forecast bulletin No. MLDR_13/03h30/DBQG dated November 17th from the National Center for Hydro-Meteorological Forecasting regarding heavy rain in the area from Ha Tinh to Lam Dong, and bulletin No. 22-SRP1/ĐLĐ-LULU from the Lam Dong Provincial Hydro-Meteorological Station, from the night of November 16th and early morning of November 17th, the Dak Lak and Lam Dong areas will experience moderate to heavy rain, with some areas experiencing very heavy rain. Rainfall amounts from 7 PM on November 16th to 3 AM on November 17th may exceed 240mm in some areas.

Forecast for the next 24 to 48 hours: The eastern part of Dak Lak province will experience heavy rain, with some areas experiencing very heavy rain, with rainfall amounts generally ranging from 100-300mm, and some areas exceeding 400mm. The western part of Dak Lak province will experience moderate to heavy rain, with rainfall amounts generally ranging from 50-100mm, and some areas experiencing very heavy rain exceeding 200mm.

The Krông Nô 3 hydroelectric reservoir, located upstream of the Buôn Tua Srah hydroelectric reservoir, began regulating water flow through its spillway at 0:00 on November 17th, with a maximum discharge of approximately 580.8 m3/second, and then gradually decreased. The discharge through the spillway at 10:00 on November 17th was approximately 444.3 m3/second, with a total downstream flow of approximately 517.4 m3/second.

Given the current weather conditions, the water flow into the Buôn Tua Srah, Buôn Kuốp, and Srêpốk 3 reservoirs on the Srêpôk River will increase rapidly in the coming period. Therefore, a flood is likely to occur in the reservoir basins within the next 6-12 hours.

Based on the above forecast, Buôn Kuốp Hydropower Company predicts that the water inflow into Buôn Tua Srah reservoir is likely to reach 900-1,000 m3/second, Buôn Kuốp reservoir 1,000-1,100 m3/second, and Srêpôk 3 reservoir 1,100-1,300 m3/second or possibly higher.

Based on the current hydrological situation and forecasts of rainfall and flooding in the coming days, and in accordance with the requirements of the inter-reservoir operation and reservoir operation procedures, Buôn Kuốp Hydropower Company plans to operate the reservoirs in the coming period as follows:

For Buôn Tua Srah reservoir: Increase the spillway discharge rate so that the total discharge downstream is higher than the inflow into the reservoir from approximately 12:30 PM on November 17th, aiming to lower the reservoir water level below the highest pre-flood level of 487.345m to create flood control capacity. The lowering of the reservoir water level will be carried out gradually to avoid causing strong fluctuations in the downstream water level. Regulate the spillway discharge rate appropriately, depending on the actual situation, to minimize the impact on the downstream area.

Buôn Kuốp hydroelectric reservoir: Maintain the reservoir water level so that it does not exceed the normal water level; regulate the total discharge downstream (including power generation and spillway discharge) to balance with the inflow to the reservoir.

For the Srêpôk 3 reservoir: Increase the spillway discharge rate so that the total discharge downstream is higher than the inflow into the reservoir from approximately 12:30 PM on November 17th, aiming to lower the reservoir water level below the highest pre-flood level of 271.690 m to create flood control capacity. The lowering of the reservoir water level will be carried out gradually to avoid causing strong fluctuations in the downstream water level. Regulate the spillway discharge rate appropriately, depending on the actual situation, to minimize the impact on the downstream area.

To ensure the safety of the dam and downstream areas, and to comply with the inter-reservoir operating procedures and reservoir operating procedures, Buôn Kuốp Hydropower Company requests the Civil Defense Command, the Disaster Prevention and Control and Search and Rescue Command, relevant departments and agencies at all levels, and local authorities of Dak Lak and Lam Dong provinces to direct the dissemination of information to the people in the downstream areas of Buôn Tua Srah, Buôn Kuốp, and Srêpốk 3 reservoirs regarding the planned regulation and spillway discharge of these reservoirs in the coming period, so that they can be aware and proactively take preventive measures, especially relocating agricultural tools and assets to higher ground to ensure safety.

When regulating water flow through the reservoir spillway, the company will implement the prescribed information and notification procedures.
