Leveraging its role as a key state-owned financial institution, and with the responsibility of being a Party Committee directly under the Government Party Committee, the BIDV delegation made thorough and systematic preparations, demonstrating a proactive and responsible spirit and a readiness to make the greatest contribution to the success of the Congress.

BIDV made significant contributions: participating in providing feedback on congress documents; introducing technological achievements serving digital transformation and green transformation of the economy ; and undertaking the task of hosting and organizing the congress.


The BIDV Party Committee submitted a paper to the Congress entitled "The Party Committee of the Vietnam Investment and Development Bank (BIDV) leads the BIDV system in effectively fulfilling its role and responsibilities as a State-owned financial institution in the Green transformation in Vietnam."

The presentation clearly demonstrated BIDV's pioneering spirit in implementing the Party's major policies, affirming the bank's leading position in financing key national projects in a sustainable manner through a "dual" strategy of digital transformation alongside green transformation in banking operations and capital provision, and providing technological support to the economy.

On the afternoon of October 12, 2025, during the group discussion session, the BIDV delegation once again presented recommendations to enhance the fighting capacity and comprehensive leadership role of Party organizations in enterprises in particular and the economy in general.

With its experience and position as a pioneering bank in green transformation through a series of projects: issuing green bonds, green credit, green deposits, practicing ESG culture internally and advising the community, and with the responsibility of a leading state-owned financial institution... BIDV has also put forward recommendations contributing to sustainable green transformation:

Firstly, we propose that the Party Committee of the Government direct the early development of a National Green Transformation Plan for the period 2026-2030 and a vision to 2050. This plan should establish a foundational system of green transformation pillars, based on international experience and adapted to Vietnam's practical conditions. The role of the State should be central, ensuring both strategic direction and legal and financial mechanisms to mobilize and allocate resources for green transformation.
Secondly, the government is developing a list of key priority areas to focus resources on for green transformation.
Thirdly , we need to finalize the policy framework for the Green economy, including policies on green growth, circular economy, energy transition, and climate change response...
Fourth , Vietnam needs to boost investment in technology infrastructure. To improve urban management capacity, reduce emissions, and identify climate change risks.
Fifth, focus on developing the Green financial market. In Vietnam, Green finance needs more attention, especially the corporate bond market, stock market, investment funds, commodity derivatives market, and carbon market.
Sixth, strengthen international cooperation in the Green transformation to mobilize international capital; learn from and transfer experience and technology; build and implement common standards, norms and common practices…
