The provincial delegation of National Assembly deputies organized a consultation to gather feedback on several draft laws to be presented at the 6th session of the 15th National Assembly.

On the afternoon of October 18th, the Provincial National Assembly Delegation held a conference to gather feedback on the draft laws: the amended Social Insurance Law and the Law amending and supplementing a number of articles of the Law on Auctioning Assets. These are draft laws that will be presented at the 6th session of the 15th National Assembly .

Comrade Tran Thi Hong Thanh, Provincial Party Committee member and Deputy Head of the Provincial National Assembly Delegation, chaired the meeting. Attending the meeting were representatives from several departments and agencies, the Provincial Committee of the Vietnam Fatherland Front, the Provincial Lawyers Association; and leaders from districts and cities.

Participating in the discussion, the delegates unanimously agreed on the necessity of amendments and additions. Regarding the amended Social Insurance Law, the majority of delegates believed that after more than 7 years of implementation, the 2014 Social Insurance Law has affirmed the correctness of the social insurance policy and regime, meeting the aspirations of a large number of workers, ensuring social security and international integration.

However, alongside the achievements, the implementation of the 2014 Social Insurance Law still has limitations and shortcomings such as: The actual coverage of participants and beneficiaries of social insurance is still low compared to its potential; the situation of delayed and evaded social insurance contributions still occurs in many businesses and localities; the voluntary social insurance policy is not truly attractive to participants; some regulations are no longer suitable for the current situation... Therefore, amending the 2014 Social Insurance Law is necessary.

In order to contribute to the completion of the draft Law, delegates focused their comments on regulations such as: conditions for receiving social retirement benefits; handling violations related to late payment or evasion of mandatory social insurance contributions; conditions for receiving pensions; lump-sum social insurance for those participating in mandatory and voluntary social insurance; investment of the social insurance fund; regulations on withdrawing lump-sum social insurance contributions; and several other important issues.

Regarding the Law amending and supplementing a number of articles of the Law on Auctioning Assets, delegates focused their comments on regulations related to issues such as: definitions of terms; the quality of auctioneers and asset auction organizations; simplification of administrative procedures in auction activities; auction procedures, etc.

Accordingly, some delegates suggested researching and adding to the draft Law provisions on the obligations that asset auction businesses must fulfill with the tax authorities when relocating their headquarters, ensuring consistency with the provisions of the law and the Enterprise Law.

It is proposed to extend the time frame for competent state agencies to approve auction results after the auction concludes. Regulations should be established prohibiting auctioneers from holding other regular jobs as stipulated by law. Consider adjusting regulations regarding the time and location for posting auction notices…

In her concluding remarks at the conference, Comrade Tran Thi Hong Thanh, Provincial Party Committee member and Deputy Head of the Provincial National Assembly Delegation, thanked the delegates for their heartfelt, responsible, and insightful contributions, which stemmed from practical experience. The Provincial National Assembly Delegation acknowledged and accepted these suggestions, and will compile them as documentation for delegates to contribute their opinions at the 6th session of the 15th National Assembly.

In the coming period, the Provincial Delegation of National Assembly Deputies hopes to continue receiving contributions and feedback on draft laws from the provincial departments, agencies, and specialized bodies.
