Towards a term of breakthrough

Speaking at the 1st Congress of the City People's Committee Party Committee, term 2025 - 2030, held in early August, Mr. Nguyen Van Phuong, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the Hue City People's Committee emphasized: "The 1st Congress is an important milestone, demonstrating the strong aspiration of the entire City People's Committee Party Committee. This is where the intelligence, will and determination of all cadres and party members converge to build Hue to develop rapidly, sustainably, and rich in cultural identity."

That aspiration is materialized through "breakthrough" goals. In the period 2025 - 2030, the city aims for an average economic growth of 10% or more per year, raising the average income per capita to over 100 million VND/year by 2030. At the same time, affirming the orientation to turn Hue into a centrally-run city with the development model of "Heritage - culture - ecology - landscape - environmentally friendly and smart".

Tourism and services continue to play a key role. Hue strives to welcome 10-12 million visitors per year by 2030, including 4-5 million international visitors, with tourism revenue reaching 60-70 trillion VND. This will be an important step forward to affirm Hue as a unique cultural tourism center not only of Vietnam but also of the region.

Equally important is the city's focus on developing infrastructure - environment - smart urban areas; completing the strategic transportation system, building green urban areas, increasing the urbanization rate to over 70%, ensuring the collection and treatment of over 98% of domestic waste. These figures are both goals and commitments for a Hue that develops sustainably and modernly, while still preserving the unique values ​​of a heritage city.

According to Deputy Secretary of the Hue City Party Committee Pham Duc Tien: “The growth target of over 10% per year is not just a number, but also a measure of leadership and the ability to effectively exploit resources. The City Party Committee must play a core role in advising, directing, organizing implementation, and finding new driving forces for growth.”

In addition to the achievements, the 1st Congress of the City People's Committee Party Committee frankly pointed out the limitations of the previous term: The growth rate is not commensurate with the potential; investment attraction is still slow; the capacity of a number of cadres and civil servants has not kept up with the requirements; coordination between agencies and units is sometimes ineffective. These are the "bottlenecks" that need to be resolutely removed in the 2025 - 2030 term.

Unity, innovation, creativity

If the 2020 - 2025 period is full of challenges requiring adaptation, the new term is defined as a breakthrough term. And to turn the goal into reality, the spirit of solidarity - innovation - creativity is considered the key.

In his closing speech at the 1st Congress of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong emphasized: "We enter the new term with the achievements we have achieved, but at the same time with heavy responsibilities before the expectations of the people. The Congress has agreed on the motto of action: "Solidarity - democracy - breakthrough - development". That is both the slogan and the commitment of the entire Party Committee."

Solidarity is put first. Because only when there is consensus and cooperation from the entire political system and the people, can all policies and guidelines be implemented. Innovation is an inevitable requirement. From public administration, administrative reform, investment attraction to science and technology development, Hue needs new thinking and new approaches. This is especially important in the context that Hue is aiming to become a major center of culture, health care, education, science and technology of the whole country.

Meanwhile, creativity is the driving force for Hue to be different and make a breakthrough. According to Mr. Bui Van Loi, Deputy Director in charge of Hue University, nurturing and developing the young generation is the foundation. The Party Committee of the City People's Committee must consider the development of young party members, associated with improving the quality of training and research at Hue University as a key task, in order to form a generation of cadres who are both red and professional, dare to think and dare to do.

From a management perspective, the People's Committee of Hue City has identified many solutions for the new term, such as: Building a team of officials with "bright hearts, high talents, great intelligence"; promoting data-based monitoring and inspection; linking administrative reform with a culture of honest and dedicated public service. At the same time, mobilizing social resources, unleashing private economic potential, developing green economy, high-quality tourism... will be the "leverage" for Hue to achieve the growth target of 10%/year and towards becoming a national-level urban area by 2030.

Looking back at the 1st Congress of the City Party Committee, it is not only a milestone of maturity, but also a commitment to the People for a new journey. As Permanent Deputy Secretary of the Hue City Party Committee Pham Duc Tien said: "Hue has all the conditions to make a breakthrough, but success will only come when we are united, creative and take decisive action."
