Huong Khe District ( Ha Tinh Province) has identified the reform of the organizational and management system, and the improvement of the quality and efficiency of public service units as a key and ongoing task.

On the morning of February 28th, Deputy Head of the Standing Delegation of the National Assembly of the province, Tran Dinh Gia, chaired a thematic supervision session on "The implementation of policies and laws on reforming the organizational and management system, improving the quality and efficiency of public non-business units in the period 2018 - 2023" in Huong Khe district.

Over the years, Huong Khe district has paid attention to directing the serious, timely, and effective implementation of the Party's guidelines and policies, and legal regulations on reforming the organizational and management system, and improving the quality and efficiency of operations for public service units in the area.

Accordingly, the organizational structure of public service units has been streamlined and reorganized, gradually overcoming duplication and overlap, and operating more effectively and efficiently. The number of deputy positions and those receiving salaries and allowances from the state budget has been significantly reduced. The staff, including officials and employees, have generally felt secure in their work and performed their duties well after the restructuring and downsizing. From 2015 to the present, Huong Khe has implemented a downsizing policy for 106 officials in public service units.

As of December 31, 2023, Huong Khe had 59 public service units, including 1 unit that self-finances its operating expenses and 58 public service units whose operating expenses are fully covered by the State.

Mr. Ngo Xuan Ninh, Chairman of the People's Committee of Huong Khe district, provided an in-depth analysis of the results of implementing reforms in the organizational and management system, and improving the quality and efficiency of public service units in the district.

At the conference, delegates frankly pointed out the limitations in implementing policies and laws on reforming the organizational and management system, and improving the quality and efficiency of public service units in Huong Khe district, such as: the staffing quotas and the number of employees in most public service units are still low, and some units lack personnel compared to the requirements of their tasks. This leads to difficulties in implementing the policy of downsizing the workforce. Revenue from fees and service provision activities of some units is unstable, affecting their ability to increase self-sufficiency to eventually cover all operating expenses.

Furthermore, the development and promulgation of regulations on functions, tasks, powers, organizational structure, and job descriptions at public service units are still facing difficulties due to the lack of specific regulations and guidelines from some ministries and sectors; the infrastructure of schools after mergers has not been invested in comprehensively and appropriately for each region, thus forcing the continued existence of some school branches...

In the coming period, Huong Khe district identifies the reform of the organizational and management system, and the improvement of the quality and efficiency of public service units as one of the key tasks throughout the process of advising on and implementing political tasks...

Accordingly, the district requests the Provincial People's Committee to consider allocating additional staff to ensure that the public service unit currently lacks the minimum number of employees as stipulated in Government Decree No. 120/2020/ND-CP dated October 7, 2020.

Speaking at the working session, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia emphasized: In recent years, Huong Khe district has proactively and diligently implemented policies and laws on reforming the organizational and management system, improving the quality and efficiency of public service units in the area during the 2018-2023 period, in accordance with the directives of the Central Government and the province; initially achieving many positive results.

Local authorities are requested to continue reviewing, evaluating, and researching policies to effectively implement them and continuously improve the quality of operations of public service units in the area.

Regarding the suggestions and proposals from the localities, the provincial delegation of National Assembly deputies will receive, compile, and submit them to the National Assembly, the Government, and the province for consideration and resolution in the near future.
